Organisation Description:
The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.
The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.
Job Desctiption:
The Human Resources Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counselling. The Human Resource Officer provides advice and assistance to supervisors and employees. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Authority. The position coordinates the employee recruitment process. The Human Resources Officer provides advice and support to the employee selection committees and ensures that they have accurate and timely information in order to make effective decisions.
Selection Criteria:
• Bachelor Degree in Human Resources Management or related field
• Experience in planning and liaising with other people
• Experience in developing job descriptions and conducting performance appraisals
• Experience in disciplinary procedures and policies
• Possesses problem solving skills
• Possesses basic counselling skills
• Negotiation's skills
• Effective verbal and listening communications skills
• Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level
• Effective written communications skills including the ability to prepare reports, proposals, policies and procedures
• Effective public relations and public speaking skills
