Job Description:
The Government of Vanuatu is currently addressing the repair and rehabilitation of existing water supply infrastructures damaged during Tropical Cyclone Pam in March of 2015. The destruction caused by TC Pam and, the drought associated with the current El Nino conditions/ event have resulted in water shortages on many islands of the archipelago.

The TC Pam Recovery project under the Department of Geology, Mines and Water Resources is committed to repair and re-build better water systems to increase community resilience to impacts of climatic variability and, natural hazards to ensure water security. 
The development of a three-point plan was required to provide a strategic response to the pressing and longer-term water security needs of the people of Vanuatu. The three elements of this plan are interrelated and indivisible, and will be rolled out in parallel, and they include: 
  • Emergency response to El Nino drought conditions
  • Repair and rehabilitation of existing water supply
  • Additional and alternative construction of water supply.

  • Liaise with Project Officers re information material development
  • Deliver awareness program schedules in schools and communities
  • Assist donors, Non Government Organizations (NGO) and sector stakeholders to organize, coordinate and disseminate Water resources information
  • Attend meetings as directed by supervisor
  • Collate, print, bind and disseminate reports and information materials for Department of Water Resource
  • Prepare meeting rooms, organize Agenda, catering and any other duties related to meeting organization as directed by Supervisor
  • Work with communities to deliver awareness training
  • Manage filing & archiving of reports
  • Design, write and/or produce press releases, newsletter for Department of Water Resources
  • Any other duties as reasonably requested by Supervisor.

  • Must hold a Bachelor Degree in Media or Communications or water related field
  • Appropriate media or communication work experience
  • High level of report writing skills
  • Demonstrated research skills
  • High level of Skills in Computer (Word, Excel, Access)
  • Must have good communication skills
  • Must be hardworking, honest and reliable
  • Must be analytical and practical thinker
  • Must be fluent in English and or French and  Bislama
  • A valid driving license and Web Site Management.

                      Job Description:

                      The Ministry of Tourism, Trade, Commerce, Industry and Ni-Vanuatu Business, through the VSTAP Implementation Unit and the Trade Development Division (TDD), is seeking to recruit a qualified person to assist the CSU/TDD Financial Controller and the VSTAP Team Leader to ensure appropriate financial management and budgetary oversight of the VSTAP operations and projects over the next 2 years.

                      Duties & Responsibilities: 
                      • Perform all the financial, accounting, procurement and reporting functions as required to support the Financial Controller in preparing timely reports required by the CSU/TDD, the VSTAP Steering Committee, the project donors and key stakeholders
                      • Monitoring, compiling and recording the following: Financial Reports with budget updates; Disbursements and LPO Requests; Bank Reconciliations and Audit reports
                      • Liaise directly with the Ministry of Finance to ensure timely payments on VSTAP LPO’s and cheque reimbursements
                      • Collaborate with and monitor line agencies receiving assistance under the projects and assist them to comply with standard government reporting requirements
                      • Ensure compliance with the VSTAP GFA and existing legislations, regulations and internal standards of the TDD and DOT
                      • Manage procurements and purchases for the VSTAP and its direct stakeholders/beneficiaries.

                      Qualifications: 
                      • A degree in Accounting, Financial Management, Business Administration or equivalent academic/professional qualifications
                      • Have at least 2 years of relevant work experience in supervising and managing government budgets, donor funded assistance; or similar projects
                      • Have excellent written and verbal communication skills in English
                      • Be proficient with Microsoft Office applications, especially MS-Word, MS-Excel and MS-Outlook; Also a working knowledge of MYOB
                      • Be eager to learn and be adaptable and willing to work outside normal business hours to accommodate peak workloads.
