Airports Vanuatu Limited (AVL) is a State-Owned Enterprise responsible for the operation, management and development of Vanuatu's international airport located in Port Vila, Santo, and Tanna.
Job Desctiption:
Position Purpose:
The Manager Aviation Security Services is responsible for overseeing the management of AVSEC at the 3 airports ensuring all aspects of aviation security operations is in compliance with national and international aviation security standards and procedures for daily operations to be effective and efficient airport environment to airport staff and users at Port Vila International Airport.
The Position is based in Port Vila, with occasional travel to other AVL airports as required.
Key Responsibilities:
- Safety and Security – Oversee all airport security operations to ensure compliance with national and international aviation security standards (ICAO Annex 17), conduct regular risk assessments, audits and emergency response drill to mitigate security threats, also implement protocols and systems to protect passengers, staff and assets
- Financial- Prepare and manage the aviation security budget, ensuring efficient allocation of resources, monitoring expenditure cost control measures without compromising security standards
- Policy Development- Develop, review and update aviation security policies and procedures in alignment with regulatory requirement and monitor compliance with policies and implement corrective actions when needed
- Human Resource Management-Lead, mentor and develop the security team to ensure high performance and adherence to professional standards inclusive of recruitment, training & Performance appraisals for security staff
- Stakeholder Relationship- Liaise with regulatory authorities, airlines, law enforcement and other stakeholders to coordinate security initiatives
- Probity and Good Governance- Ensure all security operations are conducted with integrity, transparency and accountability, implement governance practices and compliance monitoring
Selection Criteria:
Essential:
- Bachelor's Degree in Aviation Management, Law Enforcement or a related field
- 3-5 years' experience in Aviation Security Management or Airport Operation preferably in a supervisory or managerial role
- Knowledge of National & International Aviation Security Regulations and Standards (ICAO Annex 17, Civil Aviation Authority Rule Part 140 Requirements)
- Proven experience in risk assessment, emergency planning and security operations
Strong leadership, communication and stakeholder management skills
- Demonstrate ability to develop and implement policies, procedures and security programs
- Ability to work independently or as a team to meet deadlines
- Ability to work under pressure in a dynamic operational environment
Desirable:
- Diploma in Aviation Security Management, Aviation Management, Business Administration or related discipline
- 7-10 years proven experience on similar field
- Certification in Aviation Security (AVSEC Management Course, ICAO Security Certification - Program, National Inspectors Course, Quality Control, Risk Management, Crisis Management, - AVSEC Instructor, Lead Auditors Course, Airport Leadership and Management)
- Formal training in Emergency Response Plan (ERP)
- Knowledge of Airport Security Technology Systems (CCTV, access control, screening equipment)
- Strong financial management budget oversight experience
- Experience leading organizational change and continuous improvement initiatives
Special Attributes:
- Must be medically and physically fit
- Must have a valid Police Clearance
- The ability to respond to any late nights or early morning hours' emergency at the airport premises
- Valid Driver's license
