Position Purpose:
The Group Head Air Navigation Services is responsible for safe, reliable and efficient management of all Air Navigation Services (ANS) and aeronautical information across the three gateway airports- Port Vila International, Santo International and Tanna Airport on a 24/7 basis. The role provides both strategic direction and operational leadership to ensure full compliance with International Civil Aviation Organisation (ICAO), Civil Aviation Rule Part 171, 172 & 175 in relevance of the Civil Aviation Authority of Vanuatu (CAAV) regulatory requirements.
This position also ensures the continuous availability, in strengthening aviation safety and integrity of air navigation systems, infrastructure and services to meet airlines, passengers, stakeholders and the general public's current and future aviation demands across all designated airspace and aerodromes under Airports Vanuatu Limited responsibility.
Key Responsibilities:
- Safe and Compliant Air Navigation Services Operations- Ensure the continuous, safe, and efficient delivery of Air Navigation Services (ATS, CNS and AIS) across Port Vila, Santo and Tanna Airports in full compliance with ICAO Standards, Civil Aviation Rules (CAR Parts 171, 172, 175) and Civil Aviation Authority of Vanuatu (CAAV) regulatory requirements.
- Operational Service Availability and Reliability- Maintain high levels of system availability and operational readiness of communication, navigation, surveillance and aeronautical information infrastructure to support uninterrupted 24/7 airport and airspace operations.
- Safety Management and Risk Reduction- Strengthen aviation safety performance through effective implementation of Safety Management Systems (SMS), hazard identification, incident investigation and risk mitigation strategies across all ANS functions.
- ANS Infrastructure and Technology Modernization-Lead the planning, implementation and continuous improvement of ANS systems, equipment and technology to meet current operational needs and future aviation growth within Vanuatu.
- Regulatory Certification and Audit Performance- Achieve and maintain ANS certification requirements with positive regulatory audit outcomes, timely closure of findings and adherence to national and international aviation standards.
- People Leadership and Workforce Management- Lead, develop and manage ANS departments consisting of Air Traffic Safety Electronic Personnel (ATSEP), Air Traffic Controllers (ATC) and Flight Information Service Officers (FISO) to ensure ANS staff competency, licensing, training and performance management, accountability, and professionalism while promoting a strong safety and performance culture.
- Stakeholder and Customer Satisfaction- Maintain effective coordination with airlines, aviation stakeholders, government agencies and regional partners to ensure service quality, operational efficiency and stakeholder confidence in AVL Air Navigation Services.
- Financial and Resources Management- Manage ANS Operations budgets, resources and procurement to achieve cost efficiency while maintaining service quality and compliance requirements.
- Business Continuous Improvement and Innovation- Ensure effective contingency planning, emergency preparedness, and system redundancy to maintain operational continuity during disruptions or emergencies.
- Strategic Contribution to AVL Growth- Contribute to Airports Limited strategic objectives by supporting airport development.
- Probity and Good Governance- Ensure all air navigation services operations are conducted with integrity, transparency and accountability, implement governance practices and compliance monitoring.
Selection Criteria:
Essential:
- Bachelor's Degree in Aviation Management, Air Traffic Management, Aeronautical Engineering or a closely related discipline.
- Certified Airport Management Professional Accreditation Program (AMPAP)
- Experience at a senior management level Air Navigation Services, Air Traffic Services or regulated aviation environment
- Demonstrate working knowledge of ICAO SARPs (Annex 14) and Civil Aviation Rules, including CAR Part 171, 172, 175 applicable to Air Navigation Services operations
- Demonstrated competency in Safety Management System (SMS) and operational risk management within a regulated operation
- Ability to meet Civil Aviation Authority of Vanuatu (CAAV) Fit and Proper Person (FPP) and competency requirements
- Strong leadership, communication and stakeholder management skills
- Demonstrate ability to develop and implement policies, procedures and operational program
- Ability to work independently or as a team to meet deadlines
- Ability to work under pressure in a dynamic operational environment
Desirable:
- Postgraduate qualification in Aviation Management, Engineering, Business Administration, Public Sector Management, or Project Management
- Formal management and leadership training
- Experience working within a government SOE or regulated civil aviation authority environment
- Experience managing ANS audits, certification and regulatory oversight
- Membership of a recognized aviation or professional management body
- Experience leading organizational change and continuous improvement initiatives
