The United States Peace Corps program in Vanuatu seeks a qualified and motivated candidate for the following full-time position of a Program Manager/ Community Health (PM-CH)
The Program Manager/ Community Health will:
• Work as a member of the Programming & Training Unit supporting the entire Peace Corps Vanuatu Program.
• Supports, monitors and evaluates the American Volunteers in implementing the Ministry of Health goals relating to water, sanitation, nutrition and non-communicable diseases.
• Supports communities, and families, in Vanuatu to lead healthier lives through improved water, sanitation, hygiene and nutrition practices.
• Develops projects and revises existing project plans as necessary.
• Develops and maintains relationships with ni-Vanuatu government officials and other partner agencies at the national, provincial, and local levels to determine interests, needs, and potential for cooperation with Peace Corps (including all three ways to serve: two-year Volunteers, Peace Corps Response, and Virtual Service)
• Travels regularly throughout the country to establish and maintain effective working relationships with host partners, including provincial offices and community officials.
• Negotiates, prepares, and updates MOUs and/or TORs with partner agencies at the national and provincial levels to ensure proper support for Volunteers and systematic evaluation of the project
• Leads the development, revision, and annual updating of the Logical Project Framework (LPF), which includes a complete description of the project's objectives, outputs, activities, and targets
• In consultation with national, provincial, and local partners; identifies and prioritizes potential sites for Volunteers within their respective sector
• Ensures prospective sites meet established minimum health, safety/security, and programmatic criteria
• Oversees and coordinates across units to ensure all mandatory site management tasks and forms are completed and approved prior to Volunteer arrival at site
Selection Criteria:
Required Qualifications:
Applicants for this position must demonstrate the following capabilities:
a) Education: Must have University degree in public health, epidemiology, social behavioral sciences, international or community development, or a related field;
b) Prior Work Experience: A minimum of five years of experience as an adult educator, community outreach worker, social mobilization officer, and/or development specialist;
c) Language Proficiency: Demonstrated English proficiency, both written and oral;
Knowledge and Skills:
o Ability to work with stakeholders at the community level to prepare appropriate assignments for Peace Corps Volunteers.
o 5 years of experience in or supporting the Ni Vanuatu national health systems; Organizational and project management skills.
o Strong facilitation skills, including a demonstrated ability to lead trainings.
o Strong intercultural competence and intercultural communication skills.
o Demonstrated capability to exercise sound judgment and professionalism.
o Must have basic Microsoft computer skills: Word and Excel.
d) Valid Driver's license with Common and Motor Vehicle designations.
Desired Qualifications:
• 3 years promoting behavior change principles.
• Excellent interpersonal communication and organizational/time management skills;
• Experience working in a cross-cultural setting as a part of an intercultural team;
• Knowledge of adult education, adult learning theory, experiential learning model, gender analysis and community analysis.
