Organisation Description: 

Background
Sista has recently developed its new Strategic Plan, which identifies Building a resilient, locally-led, feminist organisation as one of four strategic focus areas. To support this, Sista has secured funding from the FRIDA Transitional Grant and Urgent Action Fund Webs of Safety and Care.
Sista now seeks a consultant to provide expert guidance and technical support to strengthen its human resources systems, adminstritative processes, and governance to ensure sustainability, accountability, and impact

 

Job Desctiption:

Responsibilities and tasks
Human Resource Management
In collaboration with Sista Executive Director, Program Manager and relevant team members:
• Review and update human resource management documents developed over the years (inclusive of the HR Manual, Code of Conduct, Child Protection Policy, PSEAH Policy, Fraud and Anti-Corruption Policy, Employee Exit Form, Leave Request Form, Employee Induction Pack, Employment Agreements and Service Provider Agreements). The consultant should consider:
• how the policies reflect Sista's feminist principles and current organisational status and Vision, Mission and Goals.
• internal consistency across the documents and alignment with systems
• compliance with the People in Aid Code and any other relevant international legal instruments.
• compliance with local labour laws and coordination with local counterpart agencies.
• Review, and where necessary, update the Organisational Structure and job descriptions, to inform the development of a base salary scale and comprehensive salary scale inclusive of all employee benefits.
• Review, and where necessary, revise position descriptions across the organisation to ensure role clarity, alignment with strategic objectives, and inclusion of new skills and competencies.

• Develop a performance review template and implement an annual staff performance review process to support staff growth, identify development needs, and promote a culture of feedback and excellence.

• Review, and where necessary, update Sista's system to save and store personnel files.

Financial Management
Work closely with the Sista Program Manager and Finance Office (with reference to the Sista Finance and HR Manuals and associated policies) to:
• Assist in the establishment of a base and comprehensive salary scale for national staff.

Human Resource and Administration/Office Management Capacity Building and Training
• Develop a plan for on-the-job training for project managers in the procedures and educate all team members on responsibilities under the Sista HR Manual (and all also associated policies).
• Support the Sista team to ensure equipment and systems are asset registered, managed and maintained in line with the Sista Asset Management Manual and Asset and Key Register.
• Support the Sista Executive Director, Program Manager and relevant officers to build their skills to apply the procedures on an ongoing basis.
• Support Human Resources lead on how to brief Sista staff on safeguarding policies when commencing employment and participate in regular refresher trainings; and identify dates for policies to next be reviewed and updated
Deliverables
• Updated HR Documents
Revised and harmonized HR policies and tools (HR Manual, Code of Conduct, Child Protection, PSEAH, Fraud, and other HR forms and agreements) that reflect Sista's feminist principles, comply with local labour laws and international standards, and ensure internal consistency.
• Organisational Structure and Job Descriptions
Updated organisational structure and position descriptions aligned with Sista's strategic objectives and staffing needs.
• Salary Scale and Benefits Framework
Developed base and comprehensive salary scale, inclusive of benefits, aligned with market rates and local labour requirements.
• Performance Review System
Performance appraisal template and process established and implemented to support staff development and accountability.
• Personnel File Management
Reviewed and improved system for managing and storing personnel files securely and efficiently.
• Capacity Building and Training
Conducted orientation and training sessions for staff on HR policies, safeguarding, and administrative systems, with a plan for ongoing capacity building.
• Final Report
Summary report outlining updates made, capacity building conducted, and key recommendations for sustained HR management improvements.

The consultancy is expected to be carried out across between November 2025 and March 2026 with specific timelines agreed upon in consultation with Sista.

The consultant will report directly to the Executive Director of Sista and work in close collaboration with senior staff, especially Human Resources Lead.

 

Selection Criteria:

Qualifications
• Qualifications and / or experience in human resources management or an associated field
• Demonstrated skills in human resources management
• A sound knowledge of Vanuatu employment laws and human resources best practices
• A good knowledge of contract employment
• Experience and skills in recruitment and selection
• Strong interpersonal skills
• Basic understanding of feminist principles, and/or experience with supporting emerging organisations employing a collaborative leadership approach
