Role Description – Chief Operating Officer (COO)

Reports to: Chief Executive Officer (CEO)
Purpose of the Role
The Chief Operating Officer (COO) is responsible for building scalable systems, driving execution of strategic goals, and reducing founder dependency in Ocean Logistics Limited. The role requires a system-builder and leader who can professionalize operations, mentor middle management, and ensure that OLL's fleet and teams are consistently prepared for both domestic and international projects.
Key Responsibilities
1. Systems & Processes
Design, implement, and optimize internal systems and operational frameworks.
Develop structured workflows in:
Sales and marketing funnels
Client relationship management and follow-up
Finance, administration, procurement/importation, and HR
Company-wide SOPs, document libraries, and internal process systems
2. Strategic Execution
Translate company strategy into actionable execution plans.
Lead structured project management systems (Trello, ClickUp, Notion, or similar).
Ensure vessel and crew readiness for maintenance campaigns and advance mobilization of domestic/international charters.
3. Leadership & Team Building
Reduce decision-making bottlenecks by driving cross-functional integration.
Build and mentor middle management (GM, Deputy GM, and department leads).
Exercise delegated authority in hiring, restructuring, and staff development, in consultation with the CEO during the first six months.
4. Commercial & Client Engagement
Represent OLL in high-value client engagements and strategic negotiations.
Lead customer-facing roles with key clients such as the Australian Defence Force, regional governments, and commercial partners.
5. Special Projects & Growth Initiatives
Drive special projects linked to vessel utilization, charter revenue growth, and organizational scaling.
Lead internal improvement campaigns and change management efforts.
6. Governance & Compliance
Ensure compliance with the Vanuatu Employment Act, VNPF Act, and internal company policies.
Uphold confidentiality and proper use of company intellectual property.
Represent OLL professionally with government, donor, and private sector stakeholders.
Performance Measures
Reduced vessel downtime and improved utilization.
Increased revenue from charters (domestic and international).
Fully documented and implemented SOPs with team ownership.
Developed middle management bench strength.
Execution of major maintenance and mobilization campaigns on schedule.
Strengthened client relationships and successful tender outcomes.
Selection Criteria:
Proven experience in operational leadership, ideally in maritime, logistics, or infrastructure.
Strong project management skills and familiarity with digital workflow tools.
Commercial acumen and client-facing negotiation experience.
Ability to mentor and develop teams across diverse functions.
High resilience, discipline, and capacity to execute in a challenging regional environment.
