Job Description:

CARE International in Vanuatu is looking for a Finance Manager to support ongoing and future DRR/ CCA community based projects.This position is mainly based in Port Vila.



Duties of this position include:

1) Ensure Finance forms are in line with CARE Australia and/or donors requirements Finance and Procurement Manual

2) Ensure that prior any expenditures, expenditures approval form have been signed by authorized staff

3) Ensure that each financial transaction are correct, required supporting documentation complete, proper signatures and authorization of payments

4) Ensure that accounting tasks is done on daily, weekly and monthly basis

5) Monthly accounting on Fin Suns are finalizing according to CARE Australia Finance department deadlines

6) Present for approval from the CARE program manager, all computerized journals, original bills, Cash and Bank reconciliation before the 05 of each month

7) Ensure National staff payroll is up to date according to employee contract, new staff added, tax and other deductions are correct in all respects o the Vanuatu law

8) Ensure that taxes and insurance payments are according required deadlines

9) Develop financial filing system based on CARE Australia or/and donors project requirement

10) Ensure updated Banking System and timely fund request bank transfer from Care Australia.

CARE International in Vanuatu is looking for Disaster Risk Reduction/Climate Change Adaptation Field officers to work on community based projects in remote areas of the islands of Futuna, Maewo, Santo and Vanua Lava. Duties and responsibilities:

1) Ensure the effective and efficient implementation of DRR/ CCA activities according to the activity plan and allocated budget

2) Ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are applied into project implementation activities

3) Ensure good mobilization and ownership of local partners, communities members, authorities and teachers according to activities planned

4) Provide all trainings on DRR concepts, Hazards, climate change, emergency preparedness, schools safety… as requested

5) Collect relevant data and information needed to ensure the proper application of the monitoring system

6) Strengthen relations with relevant Government authorities, other international organizations and non-government organizations working in the same geographic area

7) Participate in the review of objectives, indicators and budgets to ensure they are appropriate and realistic

8) Ensure that regular report activities are timely submitted to the Program Manager

9) Ensure that lessons learnt are being documented to maximize the impact of CARE’s current or future projects.

4) Ensure that all quotations, contract suppliers and procurement documentation are done based on donor’s requirement procedures and/or CARE procedures before submission to the Finance Manager for approval

5) Organize all the quotations, purchase and transport delivery and to regularly update local supplier’s data base on price and conditions in Efate and other islands as required

6) Make all hotel and travel bookings in the appropriate timeframe based on program field activities work plan

7) Develop paper and computerized filing system linked with all administration and logistic tasks

8) Ensure that IT equipment are well functioning and provide regular maintenance, as requested

9) Ensure IT basic training to the staff on the use of computer and back up system

10) Ensure communication & logistic tasks, adhering to CARE International protocols, before, during & after disasters.
