| | TRR is seeking to recruit an Engineering Officer to assist its Telecom and Radio Engineers with technically focused responsibilities on Telecommunications/ICT regulatory issues. The role focuses on Interconnection, networks, numbering, spectrum, radio licensing and quality of service as well as internet management and governance. |
| | Particular responsibilities include assisting TRR’s Engineers and TRR staff on: |
| | 1) Internet projects: Internet governance & other internet related activities |
| | 2) Frequency planning: Allocation, administration, assessing market needs |
| | 3) Spectrum management: Strategies for planning & managing spectrum for services, audits, monitoring & interference |
| | 4) Providing technical support & advice for radio licensing, liaising with telecommunications equipment vendors, assessing equipment compliance to approved standards |
| | 5) Monitoring: Audits & ensuring compliance |
| | 6) Engineering aspects of interconnection, infrastructure sharing, monitoring of quality of service |
| | 7) Telephone numbering: National numbering plan, maintaining numbering records, coordinating with the ITU in international numbering systems |
| | 8) Technical implementation of universal access policy projects |
| | 9) Maintaining a telecom GIS database for Vanuatu |
| | 10) Consultation with stakeholders on technical telecommunications & radio communications issues. |

| | Required experience and qualifications: |
| | Criteria: |
| | - Desirable qualifications include a degree in telecommunications, radio engineering, ICT or a relevant Discipline; 3 or more years of relevant telecommunications & ICT experience |
| | - An equivalent combination of education & experience, however, new graduates in telecom/ICT are encouraged to apply & are eligible for consideration; Applicant must be fluent in English & Bislama, proficiency in |
| | French will be an advantage |
| | - Applicants should have a sound understanding of ICT/telecommunications & radiocommunications technologies, how they used by operators or service providers & consumers in Vanuatu; A sound understanding of the |
| | internet & its services, internet governance, & internet related activities |
| | - Knowledge & understanding of telecommunications & ICT issues in the Pacific & ideally Vanuatu; Sound knowledge & understanding of project management & project coordination; High level of computing competence |
| | in applications such as email, word, excel, powerpoint, project |
