Job Description:
REOI MTTCNVB CS1701 Recruitment of the Team leader to oversee the review and drafting of the National Trade Policy Framework (TPF) 2017-2022 

The Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB)
is seeking the services of an international expert (Team Leader) to oversee the review and drafting of the National Trade Policy Framework (TPF) 2017-2022. This policy will be used to guide Vanuatu’s trade policy through to 2022. 
The drafting will consist of three main work streams: 
  • the drafting of: the executive summary; Chapter 1 which is the introduction; Chapter 10 on Trade Mainstreaming and its pillars; and Chapter 15 which is a Trade Policy Road-map
  • the coordination and leadership of all of the other contracted consultants, who will draft remaining chapters, including commenting on and editing their work; and
  • Compiling the overall TPF 2017 to ensure it is a clear document which will help Vanuatu.
The MTTCNVB estimated that the project period is 110 working-days, which includes the delivery of all services and outputs outlined in 2.3-2.5 (refer to the Terms of Reference). This can be broken down into the following parts, although the working patterns are indicative and the consultant can adjust the number of working days assigned to each work stream if necessary:
  • Executive Summary: 10 days
  • Introduction: 5 days
  • Trade Mainstreaming and its pillars: 15 days
  • Trade Policy Road-map: 30 days
  • Consultants’ Coordination and Overall Editing: 50 days
Criteria: 
The successful applicant will possess the following qualifications, experience and skills:
Education
  • A minimum of a Master’s degree in Economics, business management or a relevant discipline - on trade and development with additional 7 years of relevant experience with trade policy development.
Experience
  • At least 10 years of experience with trade development either as a manager or advisor. Or alternatively, a demonstrably relevant experience leading to creating inclusive economic growth and job creation
  • Demonstrated Competency in government planning, with experience in policy designing and facilitation of corporate planning preferably related to trade development
  • At least 3 years in a developing country context, preferably in the Pacific Region; and
  • Experience interfacing with private and public sector at various levels.
Language skills
  • Proficiency in spoken and written English is essential. Good understanding of French and/or Bislama is an added advantage.

The Program
The Vanuatu Education Support Program (VESP) is supporting the
Government of Vanuatu’s goals of improving education quality, providing more equitable access to education and ensuring a well-managed education system. The program is currently focused on improving literacy and numeracy outcomes for children in the early years of primary education. VESP is supported by donor partners under a Joint Partnership Arrangement between the Governments of Vanuatu, Australia and New Zealand.
Coffey through VESP is seeking applications for the position of Communications Strategy Coordinator to join this program.

The Position
The Communications Strategy Coordinator will have primary responsibility for delivering an ongoing, coordinated approach to internal and external communications related to the key initiatives of the program. The role will focus on capturing activity outcomes and determining the best methodologies for sharing lessons learned and experiences with all stakeholders involved in the program.

Key duties
The Communications Strategy Coordinator will:
  • Assist the Ministry of Education and Training to implement an integrated communication/community advocacy program in support of the key goals of the program
  • Develop activities to build awareness of, and identify entry points and engagement with communities and stakeholders
  • Ensure the program pursues appropriate public diplomacy opportunities
  • Develop quality promotional materials in line with appropriate guidelines for the program
  • Support the Secretariat Manager in providing effective and timely communication, including appropriate briefing materials with program partners
  • Work with the VESP M&E adviser to incorporate M&E into all promotional activities
  • Work closely with Coffey’s communications team to maintain an up to- date understanding of the VESP program with Coffey internal and external stakeholders.

  • The successful candidate will have demonstrated experience in communication and public relations, particularly with civil society organisations or community advocacy programs
  • You will have skills in planning and delivering quality communications using a range of media relevant to the Vanuatu context as well as having experience in providing advice and training within the area of media and communication
  •  A high level of oral and written skills in Bislama and English is essential 
  • The successful candidate will also have demonstrated gender awareness and cultural sensitivity and the capacity to mainstream cross-cutting themes into VESP communications, including gender equality, violence against women, people with disabilities, access equity, child protection and good governance.

        Port Vila Handicrafts Market Manager
        Job Description:
        The Vanuatu Tourism Infrastructure Project (VTIP) Management Committee, under the Ministry of Tourism, Trade, Industry, Commerce and Ni-Vanuatu Business, has requested the Department of Industry (DOI), as part of the Handicraft Business Development Program (HBDP) funded through the Vanuatu Strategic Tourism Action Plan (VSTAP), to employ the services of a Handicrafts Market Manager (firm or individual) on a 12 month contract, as a high priority. The manager will be responsible for managing the two new market houses in Port Vila as part of the HBDP being implemented by the Department of Industry. 

        The DOI will require the Handicrafts Market Manager (HMM) to professionally manage the market houses with the objective to sell only goods ‘Made in Vanuatu’. The main purpose of the assignment will be to create and implement good governance procedures within a tight timeframe for the management of the market houses and the vendors. The HMM will need to undertake the following duties, activities and tasks: 
        • Finalizing and implementing the market vendors’ compliance criteria and guidelines
        • Completing the evaluation of the application process, using the criteria and guidelines
        • Establishing contractual agreements with the handicraft market vendors, including terms for the payment of rent, monitoring and implementing these agreements
        • Establishing and implementing financial management tools and reporting systems
        • Liaison with DOI staff related to the ‘Made in Vanuatu’ branding project
        • Managing resources, budgeting, funding and financial management for the sustainability and viability of the market houses as an asset
        • Liaison with the PVMC and PWD about the Maintenance Plan for the facility areas
        • Assessing the implementation of a skills program for the market vendors in 2018
        • Reporting to the DOI on a monthly basis or as required.
