        Expressions of Interest (EOIs) are invited from qualified Individuals (“Consultant”) with experience and skills in the provision of technical and advisory services to the Chief Information Officer (CIO) in the ongoing development of the safety and security of the Government’s ICT needs.

        The objectives of this assignment is to advise and assist OGCIO in the implementation of the plans developed to date, strengthen and tighten security procedures relative to safeguarding the Government network, enhance awareness and training within the OGCIO and across the Government network.

        In particular OGCIO requires international advisory in ICT Security including undertaking the below:
        • Advising the Government through the OGCIO in the conduct of its ICT security audits and information security management system
        • Maintain and enhance the current risk management framework recently developed
        • Increasing ICT security awareness
        • High level guidance and technical advice to the Chief Information Officer (CIO) and staff on security and safety assessment issues
        • Review processes related to improving the security and safeguard of data centres across Government 
        • Carry out a network and security audit of the Government Broadband Network (GBN)
        • Mentor the OGCIO Security team members through knowledge sharing and providing guidance where needed on security related matters through the engagement
        • Assistance and advise in countering various security threats and attacks as they arise
        • Provide guidance to OGCIO in the implementation and roll out of Government network security policies and related procedures and
        • Develop Recommendations for new security measures for the GBN. 

        Criteria:
        The Consultant will have the following qualities relevant to the scope of services:
        • Tertiary qualifications from a recognized institution in a relevant discipline; including any related professional memberships or affiliations 
        • Demonstrated experience dealing with Cyber Security including Incidence response, threat mitigation, Pen Testing, Security, Data protection, etc
        • Experience in implementing Network security policies 
        • Experience in carrying out security audits
        • Demonstrated ability to work under pressure and give attention to detail
        • Similar experience in developing country context or similar systems therein
        • Knowledge relating to the role of OGCIO in Vanuatu and
        • Good grasp of required works to be carried out.
