                    Criteria: 
                    We are looking for a MEAL Officer to join our team based in Tanna, Tafea Province with travel to Outer Islands.

                    The WASH Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will be responsible for monitoring and evaluation, strengthening program quality and accountability, promoting learning and reporting of WASH programs in line with CARE’s monitoring and evaluation system. The successful candidate will have experience implementing MEAL activities, and will have the skills to engage women and girls, young people, older people, and people with disabilities in WASH MEAL activities. The role involves coordinating with other members of the WASH team including the MEAL unit, government officials, and communities.

                    Required qualifications and skills
                    • Bachelor degree or diploma in a related field (monitoring and evaluation, development studies, humanitarian program management, etc.)
                    • Minimum of three years working experience that includes monitoring and evaluation duties Experience working in an international NGO preferred
                    • Leadership, organizing, planning and problem solving skills
                    • Training and facilitation skills
                    • Very good English and Bislama language skills (written and oral) required; local Tanna languages desired
                    • Ability to prioritize, problem-solve, and meet agreed deadlines
                    • Proficiency in Microsoft Word, Excel, Power Point, and Outlook
                    • Willingness to be based in Tanna and travel to the outer islands.

                                            The WASH Officer (Trainer) would be responsible for working with the government Rural Water Supply (RWS) Department and community WASH Committees to improve and maintain the safety and security of their drinking water. The successful candidate would have experience working in a WASH-related field, have the ability to mobilize community members, and deliver clear messages. The role requires strong communication skills and the ability to work in a team and coordinate with government, community, and other WASH organizations in Tafea Province.

                                            • A Diploma with relevant skills
                                            • Knowledge of one or more of the following: public health, hygiene promotion, plumbing, civil engineering, construction, education, or community water supply and sanitation
                                            • Ability to identify risks and mitigation measures in water supply systems
