Role Purpose This project will work with communities and the Provincial Government to increase their adaptive capacity to the impacts of climate change. Key strategies to achieve this include strengthening community management and planning around climate change adaptation, increased food security and improved natural resource and ecosystem management (including water resource management). Criteria: Ability to maintain consistent high levels of professional behaviour and achievement when working independently or as part of a team Highly developed relationship building and interpersonal skills, with the ability to liaise with a diverse range of people Highly developed verbal and written communication skills with fluency in English and Bislama. French language skills also desirable Strong time management, administrative and organizational skills, knowledge and abilities Ability to plan, design and facilitate training programs that develop skills, knowledge and abilities Ability to plan and organize self and others and logistics to ensure the timely completion of tasks while working in a fast paced environment and to strict deadlines Ability to work in complex/multi-cultural environments. The Government of Vanuatu through the Ministry of Finance & Economic Management, is recruiting for a Chief Executive Officer (CEO) and part-time Commissioner to the Vanuatu Utilities Regulatory Authority (URA) and is seeking Expression of Interests for this position. The primary responsibilities of the CEO and part-time Commissioner include, but are not limited to the economic regulation of water and electricity subject to the Utilities Regulatory Authority Act No. 11 of 2007. About the Utilities Regulatory Authority The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority manages consumer disputes and advises the Government on matters related to electricity and water.
