Live & Learn, a dynamic and rapidly growing regional environmental NGO, is seeking an experienced expert in Communications and Monitoring and Evaluation. This position will provide support and training to our Vanuatu office, to ensure projects undertake appropriate monitoring and evaluation and to ensure enhance communications around lessons learnt.
The position is for 12 months (full time or part time negotiable) and will be based in Port Vila. Occasional travel within Vanuatu will be required.
Responsibilities of the position include:
  • Development of educational resources and other printed materials
  • Dissemination of materials
  • Managing media communications
  • Working with stakeholders on national awareness programs
  • Travel for monitoring and evaluation of LLV projects, and
  • Capacity building of local staff in monitoring and evaluation.

Position Objective:
To support the implementation of the PRRP Vanuatu Country Component and ensure that gender and social inclusivity are key considerations for the implementation of the risk governance programme at community and local level.

Background:
Live & Learn’s mission is to reduce poverty and foster greater understanding and action towards a sustainable future through education, community mobilisation and supportive partnerships. Whilst maintaining a non-political image, we work with aid organisations, governments, inter-governmental organisations and non-government organisations (local, regional and international), sharing knowledge for a sustainable planet and linking environmental knowledge to social change. The prime focus of Live & Learn is the integration of environmental, cultural and development concepts in exclusive education programs for the younger generation of Vanuatu communities. This is achieved through community education, community organisation, community mobilisation, curriculum development, teacher workshops, interactive programs and development of environmental education materials for schools. Live & Learn is registered as a local non-government organisation under the provisions of the Charitable Associations (Incorporation) Act [CAP. 140] on the 7 April 2001.

Key Responsibilities:
The Gender & Social Inclusion Officer is responsible for supporting all the gender and social inclusion activities within the Live & Learn component of PRRP. The GSI Officer is required to undertake the following tasks and activities:
  • Assist UNDP PRRP project staff to develop an excellent working knowledge of gender and social inclusion in Vanuatu and other regions.
  • Ensure implementation of the project activities is consistent with best practices of gender and social inclusion both nationally and globally.
  • Provide guidance and assist staff in the on-ground delivery of key gender and social inclusion components of the project.
  • Ensure that appropriate skills and knowledge are transferred to staff, provinces, area council secretaries, chiefs, men, women, and disabled persons within the communities in Vanuatu and regionally.
  • Build the capacity of all provincial staff members in the designated provinces including area council secretaries on relevant and appropriate gender and social inclusion tools.
  • Support the development and implementation of a Vanuatu and regional Gender and Social Inclusion Analysis, Province-relevant Situational Analysis Stock-take, and a Vanuatu and regional Mentoring, Coaching and Role-modelling and Gender Strategy as appropriate, under the guidance of the UNDP and LL PPRP GSI Advisors.
  • Build and strengthen networks and partnerships with the Vanuatu Government, relevant partners and other agencies in Vanuatu in accordance with the  Live & Learn UNDP PRRP project objectives, including non-government organizations and communities.
  • Assist with the development of a monitoring and evaluation strategy to ensure activities achieve their objectives, and ensure timely action is taken where objectives are not being met.
  • Support the implementation of the Annual Work Plan in the Shefa Province under the guidance of the LLC.
  • Attend to any other duty delegated by the Country Programme Team Leader and/or Team Leader - PRRP. 
Criteria:
            Qualification/Experience
  • A tertiary qualification in a relevant area, preferably at Bachelor’s Degree level or above.
  • At least five years’ personal experience working on gender and feminist methodologies/research with specific focus on the well-being and social inclusion of women and disabled persons in Vanuatu with experience in community or local level in disaster risk management and climate change adaptation, working knowledge of country’s community and local governance structures, knowledge and understanding of socio-economic, political and demographic situation of the country.
  • Extensive experience in community engagement using participatory action tools and in facilitating community training and workshops.
  • Experience in developing and strengthening partnerships within the Government and NGO community will be an added advantage and hands-on experience in design, monitoring and evaluation of development projects and programmes.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.
