The Ministry of Infrastructure and Public Utilities (MIPU) wishes to recruit a suitable individual for the position of an Airworthiness Officer. 
      Criteria:
      • Qualification - Diploma or Degree
      • Special Business Education - Aircraft's Engineer's license and/or Airworthiness inspector qualification

          Job Description:


          CARE has been working in Vanuatu since 2008 and has an established CARE Project Office (CARE International Vanuatu) in the capital of Port Vila with our projects implemented primarily in Tafea Province. The current project focus is on Resilience and Women’s Empowerment. The purpose of this role is to ensure that good monitoring, evaluation and learning (MEL) practices are well understood by all the Field Officers. That these Field Officers then can feel confident and empowered to undertake MEL activities in their projects. This role will require extensive travel and accompaniment of field staff in project sites.

          As a member of the CARE Vanuatu team, this position will assist the CARE Team to develop and implement systems and approaches to improve the quality and impact of projects and programs, to measure and report on program performance and conduct a regular review of the activities, approaches, strategies, and lessons learned to ensure the sustainability, efficiency and effectiveness of Program activities. Fundamental to this is that communities and other stakeholders are involved and where possible, leading on the planning and evaluation of CARE’s ongoing programs in their communities.

          This role is required to have well developed monitoring and evaluation skills and project implementation knowledge in these project areas as well as a good understanding of project cycle management. Efficient planning skills, a commitment to gender equity, a willingness to work across teams and be creative are essential attributes for this role.

          Specifically, the Program Quality Coordinator will:

          Duties:
          Program Quality Capacity building & trainings:
          • Conduct orientation for new staff on Program Quality concepts and tools. This includes in the areas of MEL, Gender and Child Protection.
          • Undertake regular field monitoring visits, analyze information collected and make appropriate recommendations to CARE project teams
          • Create training support materials as required, in English and/or Bislama languages.
          • Organize and facilitate meetings, workshops and trainings as required, in English and/or Bislama languages
          • Support management to establish project and program systems to ensure that policies in areas such as Child protection, Gender, Anti-terrorism and Anti-Fraud are being adhered to in all project activities
          MEL System Strengthening:
          • Ensure that relevant baseline information is collected and relevant indicators are developed for all project activities
          • Design, in collaboration with the CARE Program Manager and relevant project staff, a comprehensive monitoring and evaluation framework. Ensuring that projects are adhering to CARE’s Women’s Empowerment Framework (WEF)
          • Ensure that monitoring and evaluation processes are designed through a participatory approach, involving targeted beneficiaries with particular emphasis on the participation of women.
          • Ensure that monitoring tools are simple, standardized, and capture activities, outputs and outcome related information in accordance with donor’s project requirements.
          • Ensure that cross-cutting issues of gender, equity, diversity and rights-based approaches are addressed in monitoring and evaluation plans
          • As part of the Program Quality process, assist Project staff by developing impact level indicators.
          • Organize meetings or trainings as needed for sharing information, feedback on findings and making suggestions and recommendations for program improvement.
          • Monitor and evaluate CARE ‘ partners contribution to the expected results of the project
          M&E Reporting, filing system & tools:
          ·   Manage the M&E database for monitoring qualitative and quantitative data collected at the field level
          • Update the M&E database on a monthly basis based on field activity reports and monitoring field visits
          • In collaboration with the CARE Program Manager and project staff, design some relevant information support and IEC Materials
          • Ensure the registration and compilation of all program documents, guidelines and tools created or developed by the CARE Staff in Vanuatu.
          Stakeholder, partner and donor coordination and communication:
          • Develop good relationships with all relevant government authorities, international organizations and non government organizations and CARE‘s partners according to the project activities and areas concerned.
          • Participate actively, as requested, to relevant working groups, meetings, workshops related to CARE Project activities, both in and out of the country
          • Assist in the preparation of major reports in accordance with reporting guidelines and deadlines both by the programs team, donors and CARE Australia program department
          • Ensure the sharing of project information and learning with appropriate external agencies, partners and stakeholders
          • In collaboration with consultants and external evaluators, ensure the quality of proper documentation and evaluation studies conducted by CARE or Donor projects.
          • Produce internal and external communications documents relating to projects as required.
