Job Description:
The Pacific Aviation Safety Office (PASO) is currently implementing the Pacific Aviation Safety Office Reform Project (PASO Reform Project), supported by the World Bank. The PASO Reform Project has the development objective to ensure effective regional delivery of aviation safety and security oversight in Pacific Island Countries by strengthening the PASOs technical and coordination capacity. The project’s implementing Entity  is  PASO,  with  project  implementatiosupport  from  the Technical  and  Fiduciary Services Unit (TFSU) of the Pacific Aviation Investment Program (PAIP).

The PASO Reform Project intends to apply part of the proceeds for consultant services. The services include Quality System Design consultancy for PASO and expected to provide services for 80 working days’ input over 12 months period.

The PASO now invites eligible Individual consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services; including a CV and a statement addressing qualification and experience requirements for the position.

A firm is eligible to nominate an individual however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual. Please note Section 5 of the below-named guidelines in relation to potential Conflict of Interest for parent firms nominating an individual.

 A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers  (January 2011 edition).

About the Utilities Regulatory Authority
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and disputes and advises the Government on matters related to electricity and water. 

The Utilities Regulatory Authority (“the URA”) is seeking to procure a Consultant in Electricity Network Safety - utility regulation
The URA is seeking to procure a Consultant who specialises in Electricity Network Safety. The Consultant will work closely with the URA designated technical personnel to achieve the following milestones:
  • To develop Electricity Network Safety Guidelines for Vanuatu;
  • To develop a process by which a Safety inspection is to be undertaken in accordance with standards identified in this Guidelines; and
  • To develop a mechanism for enforcing the standards defined by the Electricity Network Safety Guidelines.

The Contract package for this service is USD 24,000.  
      Criteria:
      • University degree in Electrical Engineering or equivalent.
      • At least 10 years of working experience or practice in the electricity network safety and technical matters.
      • Experience in drafting electrical network safety regulations and other instruments including electrical installation wiring standards and licensing.
      • Detailed knowledge of  electricity safety standards in New Zealand, Australia
      • Knowledge of electricity network safety methods and techniques.
      • Knowledge of electricity network safety principles and practices.
      • Knowledge of electricity network safety assessment and inspection techniques.
      • Experience in the Vanuatu, Pacific Region or Small Island nations electricity sector.
      • Fluency in English. Knowledge of French will be an advantage.
