About the Utilities Regulatory Authority
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and disputes and advises the Government on matters related to electricity and water.

The Utilities Regulatory Authority (URA) is seeking two Engineering Specialist in utility regulations. 
The URA is seeking to engaged two individuals to the position of Engineering Specialist. The annual salary of this position is Vt.2-2.5 million and is negotiable based on qualifications and experience.

Successful candidates must meet the following minimum requirements:

    Criteria:

    1. University degrees in Engineering, preferably Electrical, Computer Science or equivalent.

    2. At least 3 years of work experience or practice in the electricity or water sector, or communication network in technical area .

    3. Knowledge of electricity or water supply network operations.

     4. Familiarity with electricity safety standards and codes.

    5. Relevant experience in the Vanuatu, Pacific Region or Small Island states preferably in electricity or water sector is highly desirable.

    6. Good written and oral communications skills.

    7. Fluency in English. Knowledge of French will be an advantage.


    Candidates with advanced degree, higher levels of experience and analytical skills will be given preference and suitable compensation

    Job Description:
    The Vanuatu Ministry of Tourism, Trade, Commerce, and Ni-Vanuatu Business (MTTCNVB) is seeking the services of a national expert to support an international cattle value chain expert to identify, prioritize and cost interventions suitable to strengthen the cattle/beef value chain in Vanuatu. The study is in preparation for funding support to the value chain agreed between the Vanuatu Government and the European Union.
    The support to the study of the cattle/beef value chain will be both logistical and technical in nature. In terms of logistics, the national expert will be responsible for facilitating meetings with stakeholders in Port Vila and the other locations selected for consultations including the final validation workshop. In terms of technical support, the national expert will ensure that the international expert is aware of the local context and in extension that the proposed interventions are sensitive to aspects specific to Vanuatu.
    Criteria:
    Applicants must:
    • Hold a university degree in Agribusiness, Agricultural Science, Economics or other relevant fields. Alternatively, a professional experience in a related field of at least seven (7) years.
    • Have experience in interfacing with private and public sector at various levels; and
    • Be proficient in spoken and written English and Bislama. Good understanding of French would be an advantage.

    The national expert will report to the international expert based on a detailed work plan to be agreed at the beginning of the assignment, and including specific deliverables.
    Salary:
    The value of the contract is VUV 600,000, which will be paid upon achievement on agreed milestones within a period of 40 working days.

The project includes funding for the position of a National Trade Adviser, who will assist the MTTCNVB’s Director General with the overall coordination of the Ministry’s Trade Mainstreaming Agenda, including implementation of Vanuatu’s trade policy, institutional strengthening of trade-related institutions, including the National Trade Development Committee (NTDC), and oversight of Aid-for-Trade projects managed by the MTTCNVB.
