Telecom Vanuatu Limited
is seeking for a Polyvalent Technician to be based in Ambae. 
 
 
 
The mission is to install, commission, maintain and
document diesel/ benzene generators and auxiliaries throughout TVL sites in
Southern islands in Vanuatu, including grid and off-grid power systems and to
install, optimize, and maintain all equipment’s useful to the proper running of
transmission of the signalTo ensure highest quality of service being deliver
to the valuable customers on TVL 2G, 3G and WIMAX Network on a day-to-day
basisMust be able to Pro-actively monitor TVL network
faults and quality degradation and action accordingly. 
 
Activities:  
 
Maintain and service Penama Province site’s
generators on TVL network:Install, commission, and maintain generator in the
isolated TVL sites hybrid system: Ambae, Pentecost, Maewo (Penama Province)
sites. Maintain rural power systems, liaise with care takers for regular
cleaning of Solar Panels, cleaning of battery terminals and refilling battering
distilled water, and performing regular checks to ensure the rural power is
always in normal operations Fault diagnostic and Report on the quality of
technical aspectsFault diagnostic and report on the quality of
technical aspectsManage the petrol refillsManage generator fuel and fuel logistic to TVL
sitesDo preventive and curative mission in other islands
(up to 1 week)Supervise and assisting junior staffs in power
department.Support Santo Head officer – Vehicle maintenance,
Radio - Trans and Commercial tasks if requiredMaintain and service Radio telecom equipment on TVL
Network…To assist in RAN TVL Network Optimization to
improve network QoSAssist in
Network Monitoring to TVL management, on the whole network status (outage,
performance issues, complaint status, and related action plans)Provide remote support to onsite field operation
team on O&M toolManage Network incidents problems and changesMust monitor and report all alarm on 2G, 2.5G.3G,
HSPA, WIMAX alarms leading to service outage and degradation of quality of
service. Must closely follow-up and for urgently closure thus operate with
minimal/no Outage & QoS degradationMust be able to update an hourly report, to TVL
management, on the whole network status (outage, performance issues,
difficulties, complaint status, and related action plans)Provide remote support to onsite field operation
team on OMC-R and on other fault management/troubleshooting toolComplaint management. Do the first level checks for
internal and external complaints and update accordinglySite Caretaker managementAssist Planning and Engineering team on Fault and
performance managements activitiesOther activities defined by the direct superior in
order to fulfil all position’s requirementsInstall, commission and optimize microwave links
for back hauling of the telecommunication servicesMaintain and optimize microwave links to ensure the
availability is compliant to ITU standardMaintain optical fibre multiplexersManage microwave and optical fibre link spare parts
- ensuring spare parts are correctly stored with updated recordsMonitor all the satellite linksCarry out any tasks required by the superiors.  
 
 
Criteria: 
Competences: 
1. Knowledge  
 
 
Certificate or diploma in mechanic – Electro
mechanic – Electricity - RadioKnowledge in electro mechanicKnowledge in Reporting (Excel table) and mailingBasics Fundamental of Telecommunication PrincipalsProfession in IT and Networking  
2. Skills 
 
Speak English / French and BislamaMinimum of 3 years’ experience in power systems
including grid and off-grid power systemsAbility to follow directions and proceduresCustomer and service orientedAcquire good troubleshooting skillsHave a Valid Driver’s Licence
