Job Description:

The Ministry of Tourism, Trade, Industry, Commerce and Ni-Vanuatu Business, as part of the Vanuatu Strategic Tourism Action Plan (VSTAP), is seeking the services of a specialist consultant (firm, consortium or individual) to undertake this Project as a matter of high priority. The main Vanuatu tourism organisations need to be reviewed in terms of their role, function, capability, resources and responsibilities. The objective is to improve communication, co-ordination and co-operation between the organisations responsible for delivering tourism services so as to form a more unified voice and a shared vision to develop and promote the destination. This will better inform the market and assist Vanuatu to become more internationally competitive. The following main tourism organisations are to be reviewed:
  • Department of Tourism
  • Vanuatu Tourism Office
  • Provincial Tourism Councils
  • Tourism Associations
The Scope of work to be completed to achieve the required outcomes would include the following:
  • Review of all the relevant legislation
  • Review of all previous tourism plans and studies
  • Desktop review of best practice in tourism structures in similar destinations to Vanuatu
  • Stakeholder consultations including one-on-one meetings, group meetings, industry forums and stakeholder workshops
  • Review of the roles, function and responsibilities of each organisation
  • Review of capacity needs and resource requirements – financial, human and physical
  • Development and modeling of proposed organizational structures
  • Development of a situation analysis report
  • Preparation and delivery of a Final Report.

Vanuatu Taxi Ambassador Program 
Job Description:


The Vanuatu Taxi Ambassadors Program aims to create a positive first impression for tourists by providing training programs to improve customer service skills and increase quality standards in the public transport sector. VSTAP, in partnership with the Public Land Transport Authority (PLTA), the Dept. of Tourism (DoT) and the Taxi Associations, is seeking the services of two Technical Advisers to assist in the implementation of this program.

2. Short Term Technical Adviser: Design and Develop an accredited Public Transport Training Certificate1 Qualification Program. Maximum of 30 project consulting days. Based at PLTA, Port Vila. 

Key Outcomes:
  • Identify training provider(s) and establish partnership for the development and accreditation of the proposed qualification
  • Design proposed qualification including selection of units of competence and identifying and developing new units of competence
  • Collaborate with the Public Transport Working Group members to build capacity and skills in delivery of accredited training for public transport drivers
  • Support training provider(s) to complete documentation to meet Vanuatu Qualifications Authority course accreditation and development requirements
  • Provide specialist advice and support to training provider(s) to create training and assessment strategy and training package support material
  • Manage pilot training delivery for the proposed qualification.

  • Recognised relevant experience in designing accredited training programs, preferably in the Tourism or Transport sector
  • Proven experience in development and delivery of TVET programs in a range of industry and institutional settings
  • Strong knowledge and understanding of the Vanuatu tourism industry and TVET sector

  • Ability to speak Bislama will be a must.
