Job Description:
The Melanesian Spearhead Group Secretariat invites applications to the position of Director Operations, located at its headquarters in Port Vila, Vanuatu. This is an important position within the Secretariat and will require an experienced and dedicated person who will support the Director General in the management of the Operations Division. The Director will be responsible for the development and efficient management of the MSG Secretariat’s annual budget and work programme, play a lead role in the recruitment of Divisional staff, and seek donor assistance for the operations of the Secretariat. He/She will also be a key member of the MSG Management Committee and will report to the Director General through the Deputy Director General.

Interested persons must meet the following requirements:

Criteria:
  • Be a citizen of MSG member countries including the FLNKS of New Caledonia
  • Have executive management skills and be able to speak and write fluently in English (French will be an advantage)
  • Possess Post Graduate Qualifications in the fields of Financial Management/Human Resource Development/ Business Administration or related fields
  • Conversant with present management and policy issues governing the fields of budgets and accounting, personal administration, and institutional management
  • Have 7 years or more work experience in an executive management position.

TAL is currently implementing the Pacific Aviation Investment Program (PAIP) for Tonga, Tuvalu Kiribati and Samoa, and this is being managed within TAL by the Technical and Fiduciary Services Unit (TFSU).
The PAIP TFSU has an opening for a skilled, motivated and committed person who is interested in working and contributing to the development of Aviation in the Kingdom of Tonga. We are seeking people with a high drive for results, demonstrable teamwork, good self-awareness and self-regulation.
  • The Position:  TFSU Project Accountant, Full-time based in Tonga
  • Length of Assignment: To commence as soon as possible for 12 months period

Purpose of the post:
The TFSU Project Accountant is a junior level role within the TFSU and will be responsible for day to day financial transactions under the Tonga project, as well as some of the support and oversight functions for the other countries, under the direction of the TFSU Finance Manager.
Criteria:
Minimum Qualifications and Experience Required:
  • Tertiary qualifications from a recognized institution in a relevant discipline
  • Demonstrated experience, of at least two (2) years, over the previous three (3) years, in hands-on financial or accounting roles
  • Demonstrated experience in Microsoft Excel or other financial management tools
  • Demonstrated ability to work under pressure and pay attention to detail
  • Previous experience in World Bank funded projects and accounting/disbursement systems therein
  • Must be willing to travel to other PAIP countries from time to time.
