Job Description:


The Vanuatu Society for People with Disability (VSPD) and Vanuatu Disability Promotion and Advocacy are currently seeking expression of interest for a full-time Community Engagement Officer for 12 months.

The Community Engagement Officer will lead the VSPD Community Disability Associations project (CDA). In recognition of the need for community support for persons with disabilities throughout Vanuatu, the project aims to establish and/or improve capacity of community disability associations. These associations are best placed to support people with disabilities in their communities through raising awareness of, and promoting, their rights. Association activities may include:
  • Facilitation of community awareness on The Convention of the Rights of Persons with Disabilities and Disability Inclusion
  • Facilitating inclusion of people with disabilities in all community discussions and decision-making
  • Running relevant training for the whole community on issues facing people with a disability (e.g. disaster preparedness of people with a disability). 
Project related duties:                                                                       
  • Work with existing CDA to determine community and client expectations of these associations
  • Work with community disability association to identify community networks that could be used to advocate for disability inclusion
  • Capacity build CDA to increase understanding on CRPD and Disability Inclusion
  • Support CDA to facilitate community awareness on CRPD and Disability Inclusion
  • Work In line with the project Monitoring, Evaluation and Learning (MEAL) framework, facilitate and support high quality quantitative and qualitative monitoring and evaluation of the project, and provide regular reports to the project manager
  • In coordination with the VDPA Project Manager, facilitate quality related training and system development for project initiatives (in conjunction with relevant partners if appropriate)
  • Appropriately represent VSPD and VDPA to build good relations with all stakeholders at the project level
  • Ensure the project complies with VSPD and VDPA child protection policy.

    Qualifications:
    • Completed high school – Year 12/13
    • Diploma in community service or youth work is an advantage
    Knowledge & Experience: 
    • Demonstrate knowledge and practical skill in community level training and capacity building
    • 3 years’ experience involvement in community level activities for example NGO activities, youth activities, sports, church or development programs including liaising with community leaders
    • Some knowledge on The Convention on the Rights of Persons with Disabilities
    • Strong knowledge of people and cultural and religious practices of Efate communities
    Skills/Abilities: 
    • Excellent facilitation skills
    • Good verbal and written communication skills in both Bislama and English
    • Ability to plan and organise self and others to ensure the timely completion of tasks while working to deadlines
    • Ability to support senior VSPD staff members in accordance with their priorities
    • Experience working within and contributing to an MEAL framework
    • Computer skills (ability to use Word, Excel, PowerPoint required)
    • Financial management skills including budget preparation, tracking and financial accountability

      Do you have a passion for working with children with disability? The Vanuatu Society for People with Disability (VSPD) is looking for four (4) Early Intervention (EI) Fieldworkers to run our four (4) community-based playgroups as part of our EI program. The EI program promotes the holistic development and education of children with disabilities and supports them and their families to participate in family and community life on an equal basis with others.

      Responsibilities                                                                           
      • Assess the needs and abilities of children with disability and their families, who have been referred to the VSPD EI program
      • Support children with disabilities and their families to set holistic and family-centred goals, which are reviewed and modified as appropriate
      • Provide high quality, evidence-based intervention (education, strategies, capacity-building, materials) through the delivery of EI classes guided by VSPD’s EI Curriculum, home visits and follow up of EI clients once they begin attending school
      • Accurately complete documentation (initial assessments, family goals, class plans, progress notes, client database) in a clear, objective and concise manner
      • Communicate in a clear, sensitive and appropriate way with clients and their families as well as community members, VSPD staff and stakeholders
      • Comply with all VSPD policies and procedures
      • Complete all duties in a timely manner.

The Vanuatu Society for People with Disability (VSPD) is looking for four (4) Community Base Rehabilitation Officers to deliver our CBR program, through the provision of rehabilitation, education and assistive devices. The program aims to improve mobility and promotes holistic development to improving the quality of life for persons with disability and supporting them and their families to participate as equal members in all levels of society.

        Responsibilities                                                                           
        • Assess the needs and abilities of clients with disability and their families, who have been referred to the VSPD CBR program
        • Assist clients and their families to develop holistic and client centred goals; ensure the goals are reviewed and modified as necessary during follow up assessments
        • Provide intervention as appropriate, including the provision of education, strategies, therapy and equipment/mobility aids
        • Complete required documentation and reporting (assessments, client progress notes, equipment prescription and distribution, etc.) in a clear, concise and timely manner
        • Carry out duties and responsibilities promptly as per the following timeframes:
        1. Initial assessments to be conducted within 4 weeks of a referral
        2. Prescribed equipment to be delivered within 2 weeks of assessment
        3. Follow up assessment to be conducted within 3 months of initial assessment
        4. Documentation to be completed within the week in which the intervention occurred
        • Complete reporting and documentation (equipment supply and prescription stocktake data, donor and partner organisation reports, etc.)
        • Communicate in a clear, sensitive and appropriate way with clients and their families as well as community members, VSPD staff and stakeholders.
        • Ensure stocktake/inventory tracking of equipment is accurate and up to date
        • Contribute to program design and reporting to external donors and partner organisations
        • Support the CBR team, encouraging the learning of all team members.

        We are looking for a Program Quality Team Leader to join our Gender and Program Quality team based in Port Vila.
        The purpose of the Program Quality Team Leader position is to ensure the Gender and Program Quality [GPQ] team supports high quality design, implementation, review and promotion of all programs in the CARE in Vanuatu Portfolio through the supervision of senior program quality officers and program quality officers in their work.

        Your major responsibilities will be varied and will include:

        Strategy and Leadership
        • Work with the CARE Gender & Program Quality Manager, Program Director and other Program Managers to ensure the high quality design, implementation, review and promotion of all programs in the CARE in Vanuatu portfolio and the country strategy as a whole and ensuring CARE Vanuatu’s long term program strategy has a strong focus on gender equality and incorporates all aspects of program quality through actively contributing to strategy development as a member of the Program Leadership Team
        Program Implementation
        • A commitment to support gender equality in the implementation of all programs
        • Participate actively in the development, implementation and reporting of the GPQ Team strategy
        • Responsible for ensuring GPQ staff have a clear plan to support each program team in the effective implementation of program quality activities according to each project’s proposal/design and MEAL [Monitoring, Evaluation, Accountability and Learning] plan
        • Ensure that GPQ staff are supporting each program team to implement their project’s MEAL [Monitoring, Evaluation, Accountability and Learning] plan especially ensuring quality information is being gathered, compiled, stored, analysed and reported on a monthly basis
        Budget Management
        • Ensure PQ teams manage Cash Advances in line with financial management procedures
        Monitoring, Evaluation, Accountability and Learning
        • Ensure  GPQ team members collect accurate data and information as detailed in the GPQT strategy MEAL plan with accountability measures working in program activities
        Representation
        • Maintain regular communication and consultation with sector colleagues through relevant forums/networks and Government to share and update on activities.
              Criteria:
              Required qualifications and skills:
              • Minimum Bachelor’s degree in Community, International Development or equivalent and/or minimum 4 year relevant work experience, preferably in community development activities and skills transfer, capacity strengthening preferably for an International Non-Government Organisation (INGO)
              • Excellent communication skills in Bislama and Very good  English
              • Proven understanding of program quality and particularly monitoring, evaluation, accountability and learning concepts in the Vanuatu context
              • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
              • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
              • Demonstrated very good leadership, decision making, problem solving, planning, analytical and influencing skills
              • Demonstrated ability to take direction and to work as part of a team
              • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy
              • Representational skills including developing networks and relationships with key stakeholders
