We are looking for a Team Leader for Health and Inclusive Governance Project to join our team based in Port Vila.
The Health and Inclusive Governance project is a pilot project supported by the Australian Government’s Innovation Exchange to test new approaches to working with communities and service providers to improve health. The project will be working with communities and the Ministry of Health and aims to increase the active engagement of communities in health services and positively influence the quality, efficiency and accountability with which services are provided. The project will be based on an adapted version of the CARE International Community Scorecard (CSC) approach. The CSC brings together the demand side and the supply side of a particular service, as well as relevant government officials, to jointly analyse issues underlying service delivery problems and develop joint plans for improvement. 

Your major responsibilities will be varied and will include the Management of CARE’s relationship with the Ministry of Health; liaising with other key national and provincial partners in the health sector; and managing program officers implementing this project at the community level. He/she will be responsible for developing and implementing work plans to ensure the effective delivery of the project. 
        Criteria:
        Required qualifications and skills:
        • Minimum Bachelor’s degree in Development Social studies, Gender, or Health or equivalent projects and/or minimum 4-5 years relevant work experience, preferably in community based development work and/or activity implementation with an International Non-Government Organisation (INGO)
        • Proven experience in the development and implementation of community projects
        • Excellent communication, facilitation, training skills in Bislama and very good in English, French would be an asset
        • Ability to coordinate this technical function(s) and implement procedures and processes, with minimal supervision
        • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
        • Ability to develop high quality, concise reports and submission with accuracy
        • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills
        • Demonstrated experience in effectively leading, people management and motivating a team
        • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy
        • Representational skills including developing networks and relationships with key  stakeholders
        • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children
        • Proven ability in managing a budget and/or cash  and
        • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel.

        The Organisation
        Business Link Pacific (BLP) is working to assist small and medium enterprises and business advisory support service providers and commercial firms to create a platform for small to medium enterprise (SME) growth in Vanuatu. BLP and the Vanuatu Chamber of Commerce and Industry (VCCI) work together to link enterprises who need advisory service providers - ex: accountancy firms, business and financial planning, marketing - to help them grow their businesses.
        The Position
        This position will serve the general membership of VCCI, analyse and prioritise their business support needs, create linkages to business advisory service providers (BASPs), and collect and disseminate data. This individual will be a staff member of the VCCI, work closely with the General Manager of VCCI and the Activity Directors of the BLP program. This position reports to the General Manager of VCCI.
        Essential Selection Criteria
        ► Vanuatu citizenship
        ► Fluent in English, Bislama, some French language experience
        ► Understanding and awareness of the Ni-Vanuatu business context in Vanuatu
        ► Minimum of 5 years of business and enterprise experience, or 2+ years of training and education combined with 2 years of business experience
        ► Computer skills: Microsoft Excel, Word, PowerPoint and Access; Customer Relationship Management systems; Database development and management
        Desirable Selection Criteria
        ► Experience in or understanding of managing enterprises, as an entrepreneur or as a manager in a business in Vanuatu
        ► Experience with data collection, analysis and management
        ► Experience with chambers of commerce, industry associations and government departments, statutory bodies, and agencies supporting and representing industry (ex: construction, tourism, agriculture, cooperatives)
        ► Understanding of business support services, service providers and their function (ex: Accountancy, Financial Management, Business Planning, Strategy, Management)

              Your major responsibilities will be varied and will include safe transportation of CARE staff and visitors, maintenance and record keeping for CARE vehicles, and communication and coordination with the CARE team.      
                    Criteria:
                    Required qualifications and skills:
                    • Completed Primary School Education, preferably with a certificate in auto mechanics
                    • Minimum 1 year driving experience, preferably with an Non-Government Organisation (NGO)
                    • Valid Vanuatu Driver’s license, preferably with four wheel drive experience
                    • Knowledge of basic vehicle repairs and maintenance
                    • Good communication skills in both Bislama and basic knowledge of English is an advantage
                    • Ability to work within clearly defined routines and plans; repetitive manual duties, with minimal supervision
                    • Demonstrated ability to take direction and to work as part of a team
                    • A willingness to learn how to manage and acquit a small cash advance
