Care International is currently seeking an experienced and qualified individual to fill in the above position of the HR Coordinator. 
  
Position
Summary: 
The
Human Resources Coordinator provides senior level leadership and management
across the Human Resources and Office Administration departments.  The position involves the application of a
complex area of functional expertise and poPS Hrovides line management one staff member based in Tanna. The
HR Coordinator is a proven and experienced HR professional that manages key
relationships with both internal and external stakeholders including those at
the senior management and level.  
  
Responsibilities: 
Management 
     Overall
responsibility for the achievement of the HR departmental objectives within
timelines and within budget.   
- Overall
     responsibility for developing HR departmental policies and implementing
     significant elements of the Country Office strategic plan, including
     developing, designing and implementing procedures.  
 
- Provides
     authoritative HR advice, including international best practice, on complex
     HR functions across the Country Office, and to key stakeholders at senior
     managerial level.  
 
- Under
     the guidance of the CD, contributes to raising CARE Vanuatu’s profile and
     interaction with partners, and relevant national level authorities and
     institutes, and, on request, represents CARE Vanuatu at appropriate fora.
 
- Motivating
     and empowering a team of national staff to learn and apply their knowledge
     and skills.
 
 
  
Human
Resources 
- Ensure
     that clear and transparent communication flows exist across the Vanutu
     office in terms of HR regulations and/issues.
 
- Ensure
     that procedures and systems for recruitment and selection, performance
     evaluations, disciplinary measures, grievance procedures and the general
     administration and management of national staff and delegates are in
     place, implemented, maintained and monitored on a regular basis. 
 
- Ensure
     compliance to Vanuatu labour laws as well as the HR Policy for national
     staff.
 
- Supervise
     the recruitment of national staff in Port Vila and Tanna; ensure that HR
     administration, payroll, database and records, insurance, recruitment,
     selection, performance evaluation, probation, disciplinary, grievance and
     other HR processes are followed as per the regulation.
 
- Support
     the HR Officer in the recruitment and selection of staff.  Actively assist in the process of
     preparing/writing/updating of job descriptions.
 
- Assisted
     by the Regional HR Advisor to develop a cycle for performance evaluations
     for national staff.
 
- Ensure
     that performance appraisals of all staff are completed. Work with line
     managers to ensure a timely and high-quality performance evaluation
     process for national staff in accordance with CARE Vanuatu and/or CARE
     Australia procedures/templates/toolkits. 
     
 
- Validate
     staff attendance sheets; health insurance claims; staff leave records;
     overtime and per diem calculations prior to final processing.
 
- Track
     contract dates and extensions, initiate planning activities with Line
     Managers for replacements of staff.
 
- Maintain
     up to date records of training for all staff.
 
- Responsible
     for the grievance/termination procedure for staff. Maintain confidential
     records; 
 
- Line
     manage, advise and support the HR Officer.
 
 
 
  
Criteria: 
- Bachelor’s
     degree in Human Resources Management or equivalent.
 
- Minimum
     four years proven work experience as an HR Manager.
 
- Proven
     experience in providing sound human resource advice to Senior Management.
 
- Demonstrated
     strong leadership, decision making and influencing skills.
 
- Demonstrated
     experience in effectively leading and motivating a team. 
 
- Proven
     consultative team management approach
 
- Good numerical and data management skills
 
- Attention to detail and accuracy
 
- Excellent written and spoken English
     language abilities
 
- Excellent communication and interpersonal
     skills
