Job Desctiption:

The Country Director provides strategic leadership and institutional representation in Vanuatu, with a focus on:
• building and maintaining effective relationships with national stakeholders, including relevant ministries and agencies
• ensuring alignment between USP’s activities and national development, workforce, and education priorities
• representing the University at a senior level across government, community, and partner engagements
• strengthening USP’s visibility, relevance, and impact in-country
• supporting the strategic interface between the campus, national stakeholders, and the University’s governance structures
The role works closely with national stakeholders while maintaining USP’s institutional independence and governance framework.
The Country Director leads the overall direction of the campus, while day-to-day operational management is undertaken by a Manager, Campus Operations, enabling a clear focus on strategic leadership.

Selection Criteria:

To be considered for this position, applicants must have:
Essential
• A postgraduate qualification in a relevant field, or equivalent senior-level leadership experience in a tertiary, public sector, or international development context
• Proven experience in high-level stakeholder engagement, particularly within complex institutional or government environments
• Demonstrated strategic leadership, including implementing organisational priorities at a national or system level
• Excellent communication, negotiation, and relationship management skills
• Sound understanding of the tertiary education landscape and sensitivity to Pacific regional contexts
Desirable
• Experience representing an organisation at a senior national or regional level
• Familiarity with USP’s regional mandate, governance structures, and development partnerships
• Proficiency and/or good working knowledge of relevant local languages, together with demonstrated cross-cultural competence

2. Job Description

2.1. The Mechanic/operator will perform the following duties:

2.1.1. Operations Support (Mechanic/Operator Duties)
2.1.1.1. Assist with daily start-up, shut-down, and basic monitoring of generation equipment and machinery as directed.
2.1.1.2. Support the Chief Mechanic in monitoring key operational indicators (engine/generator performance, oil pressure, temperature, fuel level, alarms, output stability).
2.1.1.3. Maintain shift/plant logs and report abnormal conditions promptly.
2.1.1.4. Ensure correct use of operating manuals, SOPs, and manufacturer instructions.
2.1.1.5. Support coordination of planned shutdowns and maintenance windows.

2.1.2. Preventive and Corrective Maintenance
2.1.2.1. Carry out or assist with preventive maintenance tasks on generators, engines, alternators, pumps, and auxiliary systems.
2.1.2.2. Diagnose and assist with troubleshooting mechanical and minor electrical/controls issues (within scope and competence).
2.1.2.3. Perform repairs such as replacing worn parts, seals, filters, belts, hoses, and lubricating components as required.
2.1.2.4. Assist in overhaul preparation, spares replacement, and post-repair testing under supervision/approval.
2.1.2.5. Ensure all maintenance activities are recorded accurately (work orders, findings, repairs done, parts used, time taken).

2.1.3. Safety, Compliance, and quality

2.1.3.1. Follow all workplace health and safety procedures, including PPE requirements, lockout/tagout practices, and safe working procedures.
2.1.3.2. Support safe fuel handling, spill prevention, and waste management procedures.
2.1.3.3. Ensure tools, equipment, and lifting gear are used correctly and stored safely.
2.1.3.4. Report hazards, near-misses, and unsafe conditions immediately.
2.1.3.5. Help ensure compliance with VAN-PAWA maintenance standards and any regulatory requirements applicable to utility operations.

2.1.4. Spares, Tools, and Materials Control (Supporting Role)

2.1.4.1. Assist in maintaining an orderly stores/parts usage process for assigned equipment.
2.1.4.2. Record parts consumption and report low stock or obsolete items to the Chief Mechanic.
2.1.4.3. Conduct basic tool accountability and ensure tools are maintained (clean, calibrated where needed, serviceable).
2.1.4.4. Support receiving, labeling, and safeguarding of materials/spares in line with procedure.

2.1.5. Coordination and Communication

2.1.5.1. Maintain clear communication with the Chief Mechanic during shifts and maintenance activities.
2.1.5.2. Provide technical support to operators/technicians as instructed.
2.1.5.3. Escalate issues that require specialist assistance (engine makers’ representatives, electrical engineers, control systems specialists).
2.1.5.4. Participate in training, toolbox talks, and continuous improvement activities.

Must be able to independently perform the above duties during absence of chief Mechanic.

 

Selection Criteria:

3. Qualifications and Experience
3.1. Relevant qualifications in mechanical engineering, diesel mechanics, plant mechanics, or electrical/mechanical trade (or equivalent experience).
3.2. Demonstrated experience in maintaining and operating diesel generator sets and associated plant equipment.
3.3. Ability to read basic technical documents (manuals, checklists, simple diagrams).
3.4. Experience working in utility, industrial, or power-generation environments is an advantage.
3.5. Must be able to work in remote/island conditions and follow strict safety practices



4. Competencies and skills

4.1. Basic operation/monitoring of generator sets and auxiliaries.
4.2. Preventive maintenance planning and execution (filters, lubrication, cooling/fuel systems, belts/hoses, routine checks).
4.3. Familiarity with mechanical troubleshooting methods (symptom identification, inspection, basic measurements).
4.4. Ability to use standard tools and maintain them properly.
4.5. Ability to interpret readings from equipment monitoring systems and identify abnormalities through sound or smell that may indicate a mechanical malfunction.
4.6. Basic understanding of safety and risk management for rotating equipment, fuel systems, and hot surfaces.
4.7. Ability to keep accurate logbooks and maintenance records, produce reports in MS word and MS excel.
4.8. Ability to monitor readings on ComAp and Deep-Sea controller and/or willing to learn
4.9. Reliability and punctuality for shift and maintenance schedules.
4.10. Teamwork and willingness

The Mechanic/operator will report to the Chief Mechanic  Southern Division.

Reporting:

• The role will implement project deliverables, meet donor reporting requirements, and contribute to learning and advocacy efforts aligned with project commitments.
• The role will work closely with ActionAid Australia as well as the other partners in the program including the Global Network of Civil Society Organisations for Disaster Reduction (GNDR).
• The role also ensures program compliance with the Agence Francaise de Developpement (AFD) grant requirements.
KEY ROLES AND RESPONSIBILITIES
• Manage the Pacific CIRCLE project in Vanuatu in accordance with the KIWA Initiative’s
requirements and the Manual of Operations and Procedures.
• Lead and guide the coordination of Nature-Based Solution activities, providing technical support, and ensuring compliance with donor and organisational standards.
• Establish and maintain strong relationships with WITTT, communities, and key stakeholders to coordinate and support project management.
• Participate in project inception activities to establish clear plans for the project delivery in Vanuatu.
• Work closely with the ActionAid Vanuatu team and WITTT to ensure activities are implemented in line with the project implementation plan and Manual of Operations and Procedures.
• Work closely with ActionAid Australia Program Manager – Pacific CIRCLE, ActionAid Vanuatu Country Manager, and Finance teams to ensure the AFD procurement processes and project is run according to the Manual of Operations and Procedures.
• Prepare project narrative reports and support the completion of financial reports within the
specified project timeline and in line with Manual of Operations and Procedures.
• Track and mitigate risks to the project and raise any risks with the ActionAid Vanuatu Country Manager and ActionAid Australia Program Manager – Pacific CIRCLE.
• Ensure alignment with AFD Code of Conduct requirements, ActionAid Vanuatu Code of Conduct, and ActionAid Australia Programs Manual.
• Represent ActionAid Vanuatu in meetings and forums related to Nature-Based Solutions and other related climate action.

SKILLS & COMPETENCIES REQUIRED
Essential
• Demonstrated knowledge of nature-based solutions to climate change and gender-responsive programming in Vanuatu.
• Demonstrated experience implementing Nature-Based Solutions in Communities and working with diverse rural local women
• Highly exceptional experience dealing with diverse stakeholders – local council, Government, communities and donors
• Significant professional experience in international development or environmental programming.
• Strong project management skills, including grant management, budgeting, reporting, and risk management.
• A proven commitment to women’s rights, gender equality, and inclusion. This includes a
commitment to ActionAid’s feminist values and human rights-based approach.
• Proven experience in building strong partnerships based on trust and mutual learning.
• An ability to work collaboratively and independently in a flexible team-based environment.
• Professional fluency in Bislama and English.
Desirable
• Experience with AFD-funded programs and familiarity with AFD standards.
• Experience in monitoring, evaluation and learning (MEL) and knowledge of product development.
• Demonstrated knowledge, skills, and expertise applying in Gender Equity, Disability, and Social Inclusion (GEDSI) practices at the project level.
Qualifications
• A formal qualification related to the role, or equivalent experience.

• Willingness to travel domestically and internationally (with notice).
• Completion of relevant employment screening checks.
• Current working rights in Vanuatu.

- Should be capable of doing Root Cause Analysis on a problem.
- Must know the Network fundamentals, general network setup, and device configuration.
- Good knowledge of server hardware, Disk storage technology, and I/O devices.
- Skilled in the usage of system-level profiling tools and network monitoring systems to aid in application performance profiling (iostat, Nagios).
- Knowledge of network infrastructure, including CAT5/6 cabling, wireless networks, network switches, WAN/LAN, domain controller, Active Directory, firewall, and VPN applications.
- Background in highly available systems and image capture/management systems.
- Extensive knowledge of Active Directory, Management, and Implementations.
- Prepare and implement Preventive Maintenance Schedule for all IT hardware and software.
- Manage leadership in the establishment of project scope, technical strategy, cost, budget, and staff support requirements with new IT initiatives.
- Prepare Policies and procedures for the IT Department and the user department.
- Managing Disaster Recovery Process and ensuring regular daily backup is taken.
- Anti-virus setup and day-to-day support.
- Able to plan, assign, and take the report from the IT team.
Identifies and implements solutions to user challenges and concerns associated with the use of personal computer equipment.
- Ensure that policies and procedures relating to PCI compliance are updated.
- Maintains a system error/progress log book and deals with reported problems.
- Responsible for ensuring that IT Audit points are implemented as per relevant Standard Operating Procedures.
- Monitors and maintains a proper inventory of hardware and software licenses.
- Aware of IT Security Policies and ensures implementation through regular staff training.
- Keep updated with the latest hotel technology and security risks regularly.
- Able to perform other IT or Systems-related tasks assigned by the management.
