Sanma Information and Call Centre is currently seeking the services of a Manager.

Roles
To manage the Sanma Information & Call Centre (SICC) as a booking and information service for current and intending visitors to the Northern Provinces of Vanuatu on behalf of the Centre’s accredited members (accommodation, tours, activities and transfers).

The Sanma Information and Call Centre (SICC) is a Not for Profit organisation founded through a join initiative between the Vanuatu Tourism Office, Department of Tourism and local tourism stakeholder associations. SICC was established in 2014 to provide locally owned tourism businesses in northern Vanuatu with access to online marketing and bookings facilities while simultaneously assisting destination marketing and the promotion of the northern Vanuatu region. 

Criteria:
Requirements:
  • Minimum Education Certificate IV at APTC or higher
  • Minimum 3years experience in a management capacity within the tourism industry
  • Minimum 5 year sales and reservations experience
  • Working Knowledge of MYOB, Reservation Master and Microsoft Office Suite
  • Ability to communicate fluently in English
  • Ability to lead a team and communicate effectively with external stakeholders.

Desirables:
  • Working knowledge of the French language
  • Experience managing a website, business Facebook page and/or instagram.

TRR is seeking a highly qualified and capable person to join its management team as its Technical, Market Monitoring & Competition Manager. The Technical, Market Monitoring & Competition Manager will lead, manage and support TRR on all technical – telecommunications and radiocommunications, market monitoring and competition advice and guidance , monitor and report on the state of regulatory technical matters and on the state of competition in the telecommunication markets and the behaviour of market participants. The person must have high-level management, telecommunications and radiocommunications, market, competition and monitoring experience, and a sound knowledge and understanding of ICT and its utility.

Responsibilities will include but will not be limited to:
  • Managing a team of Technical Officers -Telecommunications and Radiocommunications - specializing in all aspects of telecommunications and radiocommunications, including competition, interconnection, networks, numbering, spectrum management, allocation, monitoring & auditing, radio land telecommunication licensing and Quality of Service as well as internet management and governance, the UAP Project Coordinator, and the Market Monitoring Competition and Economic Officer;
  • Managing, providing high-level advice and taking the lead on all technical matters related to telecommunications/radiocommunications operations, competition, market and monitoring, and on the implementation of any UAP Funded Projects;
  • Contributing to and managing all aspects related to the Annual Work Plan and TRR projects budget process;
  • Being an active contributor to the TRR Management team and the development of an exemplar regulator within the Pacific Region;
  • Managing all Tariffs Regulation and compliance issues in the market;
  • Provision of high-level and high-quality reports and market analysis on markets;
  • Leading in access and inter-operator dispute cases and ways of resolution;
  • Effective ad timely management of the analysis of economic, accounting and statistical aspects of competitive issues;
  • Providing timely and appropriate recommendations on Tariffs schemes and changes proposed by Industry participants;
  • Providing timely and appropriate recommendations on new services tariffs proposed by market participants;
  • Effective and proactive management of all TRR issues and projects on the implementation of UAP and TRR’s utilization of the UAP Fund;
  • Effectively managing all licensing and inter operator dispute issues;
  • Reviewing market participants accounting statements;
  • Sound knowledge and understanding of the defining of telecommunications markets;
  • Strategic market modelling understanding and reporting;
  • Monitoring market dominance, and the development of markets;
  • Effective relationship building and maintenance and consultation with market players regarding technical, market, monitoring and economic issues;
  • Provision of high-level advice; including on required changes in regulatory matters to reflect changing market dynamics;
  • Perform any other related duties at the Regulator’s request.

Criteria:
Required Experience and Qualifications
  • Mandatory qualifications include a Degree in Telecommunications, preferably a post graduate degree in Telecommunication Engineering, or Economics/ICT, and/or related subjects, Radiocommunications Engineering or a relevant discipline, & 3 or more years of relevant telecommunications and ICT experience; or an equivalent combination of education and experience. Experienced and highly motivated persons with high managerial experience on telecom/ICT are encouraged to apply and are eligible for consideration. 
  • Applicants must have a sound and wide understanding of ICT/telecommunications and radiocommunications technologies; how they are used by Operators or Service Providers and consumers in Vanuatu; a sound understanding of the internet and its services, market, monitoring, competition and economic matters, internet governance, and internet related activities; knowledge and understanding of telecommunications and ICT issues in the Pacific, and ideally Vanuatu; Demonstrable, sound knowledge and a high-level understanding of project management and project coordination; High level of computing competence in applications such as Email, Word, Excel, PowerPoint, Project; GIS knowledge is required. 
  • The Manager must have had at least 5 years’ experience in the Telecommunications/ICT sector. 
  • The Manager must have strong interpersonal, project management and leadership skills. And be fluent in English and Bislama, French will be an advantage.

TRR is seeking to recruit 2 Telecommunications and Radiocommunications Engineering Officers to work to and assist the Technical, Market Monitoring & Competition Manager on technically focused responsibilities on Telecommunications/ICT regulatory issues and the Act. The roles are multitasked and multi-disciplined Telecommunications and Radiocommunications with a focus on all aspects of telecommunications and radiocommunications, including competition, interconnection, networks, numbering, spectrum management, allocation, monitoring & auditing, radio land telecommunication licensing and Quality of Service as well as internet management and governance.

Particular responsibilities include provision of TRR’s Telecom and Radio Engineering responsibilities including, but not limited to:
  • Frequency planning, allocation, administration, assessing market needs
  • Spectrum Management: Strategies for planning & managing spectrum for services, audits monitoring & interference
  • High-level knowledge and provision of high-level advice on all technical telecommunications and radiocommunications matters 
  • Providing technical support & advice for Radio licensing, liaising with telecommunications equipment vendors, assessing equipment compliance to approved standards
  • Monitoring: Audits & ensuring compliance
  • Engineering aspects of interconnection, infrastructure sharing, monitoring of Quality of Service
  • Telephone numbering: National Numbering Plan, maintaining numbering records, coordinating with the ITU on international numbering systems
  • Technical implementation of Universal Access Policy Projects
  • Maintaining a telecom GIS database for Vanuatu
  • Consultation with stakeholders on technical telecommunications & radiocommunications issues
  • Monitoring and Auditing of Quality of service across Vanuatu.
