Policing and Justice Support Program (Vanuatu) is a partnership between the Government of Australia (GoA), through the Department of Foreign Affairs and trade (DFAT), and the Government of Vanuatu (GoV) designed to support capacity building for the Vanuatu Police Force and key legal sector agencies. 

PJSV is currently seeking a Case and Data Management Officer to work with it's international Case and Data Management Adviser to support the sector, through ICT, to improve the quality of it's data and to install and implement new case and data system which reflect the key business needs of the relevant agencies within the sector.

To be successful applicant will posses:

Criteria:
  • Minimum of 10 years professional experience in telecommunications, computerisation, web-enabling, common data definitions, business process re-engineering, IT planning, enterprise architecture and IT government networks.
  • Exposure/experience in justice sector case and data management systems, with appropriate qualifications and training.
  • University degree in information technology, economics, engineering, finance, justice, law or related field (desirable).
Successful applicant will also have experience in:
  • Understanding of the justice sector
  • Good understanding of how ITC systems (and data) work and how they are built.
  • Demonstrable expertise in MS Excel including being able to use it for analysis. 
  • Experience in program/project management and management of outputs to deadlines.
  • Has good interpersonal skills for working with people of all different levels and all different educational backgrounds.
  • Demonstrated experience in developing IT business cases and undertaking financial plans.

This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 1st December 2014. 

The Pacific Aviation Safety Office (PASO) is currently implementing the Pacific Aviation Safety Office Reform Project (PASO Reform Project), supported by the World Bank. The PASO Reform Project has the development objective to ensure effective regional delivery of aviation safety and security oversight in Pacific Island Countries by strengthening the Pacific Aviation Safety Office’s technical and coordination capacity. The project’s implementing agency is PASO, with project implementation support from the Technical and Fiduciary Services Unit (TFSU) of the Pacific Aviation Investment Program (PAIP).

The PASO Reform Project now invites eligible consultants to indicate their interest in providing the following services:
• To develop recommendations to support a new governance framework; 
• To develop internal systems and processes to ensure and enhance the internal structure of PASO.

The PASO Reform Project now invites interested and eligible persons to provide their Expression of Interest consisting of a i) Curriculum Vitae, ii) list of 3 references with relevant contact details and iii) a Statement addressing the Selection Criteria contained within the TOR, demonstrating that they possess the relevant qualifications and experience to perform the services. The consultant will have: 
  • A relevant tertiary qualification in corporate governance, organizational change, business management or other relevant discipline from a recognized institution or equivalent relevant operational qualification; 
  • At least 10 years of relevant work experience;
  • Experience in board appointments and/or a current working board member,
  • Proven experience in organizational change and implementation,
  • Understanding or experience in regional governance development,
  • Demonstrable high level consultation and communication experience
  • Strong communication skills including a demonstrable degree of diplomacy when engaging with Council and Member States and strong networking and collaboration skills
  • Excellent verbal, written and presentation, reporting and communication skills in the English language.

(Scope of Work)
The 3 local consultants will be required to assist the local government of Shefa, Tafea and Malampa to manage the implementation of the TC Pam Humanitarian Action Plan and subsequent Recovery and Reconstruction Plans.  Specific objectives include supporting the Provincial Authorities of Shefa, Tafea and Malampa.

Cumulative analysis
The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below:

When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
