The Pacific Forum Education Ministers’ have raised the issue of quality education in the region and have acknowledged the role of the school principals as agents to fostering quality education in schools. In 2009 the Ministers have asked the developing partners to develop a set of professional standards to guide the day to day work of school

principals throughout the Pacific.

The Pacific Professional Standard for School Principals (PPSSP) was therefore established.

The Ministry of Education in partnership with UNECSO is seeking a Consultant to undertake the following;

1) To provide a set of performance standards, including performance indicators and benchmarking for school principals in Vanuatu, to be developed in consultation with MOE officials

2) To develop a strategy for implementing the standards and an instrument (including performance indicators and benchmarking ) that is suitable for use in monitoring how principals are able to use NPSSL to improve the quality of their schools and performance

3) To plan and facilitate a capacity development workshop (5 day) before 30th June 2013 in collaboration with UNESCO and MOE in Vanuatu and present a workshop programme

4) To provide a report after the completion of the workshop detailing the programme and incorporating the changes to the performance standards and indicators as suggested in the workplace to the Performance Standards for Principals.

- At least 7 years of professional experience in a similar field including several years at the international level

- Extensive knowledge of and exposure to work in the field of developing standards is a requirement

The Executive Officer will be base in project Management Unit (PMU) as the secretariat to the National Advisory Board (NAB) on climate Change and Disaster Risk Reduction hosted under VMGD. 1) Co-ordinate the effective and efficient management of the Administration for Project coordination Unit (PCU)

2) Support the PCU with logistic arrangements for implementation and documentation of workshops, training, drills and conferences

3) Provide logistic support in arranging all project related travel

4) Liaise with stakeholders in e.g. Vila and Luganville, and arrange meetings, workshops, ect

5) Write minute of meetings, such as PCU meeting, TAG meeting and other as required.
