Job Description:

The Vanuatu Meteorological and Geo-hazard Department (VGMD) and National Diaster Management Office (NDMO) have secured funding from the World Bank for two large-scale national adaption and diaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs and migtigate natural diaster risks.

The Procurement Officer will work with the PMU/VMGD in the implementation of these two projects with the respective implementing agencies. The Procurement Officer will be contracted to ensure that appropriate, time and cost effective procurement of goods and works, and reporting are made during the course of the projects, and build capacity of the PMU for procurement in

accordance with the Governmet and World Bank Requirements. TheProcurement Officer, acting in accordance with agreed Projects budgets and guide lines will be responsible for the day-to-day actvities relating to all works procurement under IRCCNH and MDRR.

The Procurement Officer will be cotracted for 6 months renewable, and be based in the VMGD Project Management Unit.

Required Qualification:

Criteria:

- University Degree from a recognized institution in a relevant discipline: procurement, commerce, engineering, law, etc.;

- Demonstrated at least three years of experience in adminstration of public procurement in accordance with government procurement policies and procedures; and/or

- Demonstrated at least three years of experience in the procurement of Good, Services and Work in accordance with a development institutions procurement policies and procedures;

- Demonstrable in the competence in the use of information technology, including Word, and Excel, and access to computer resources for the generation and exchange of documents;

- Demonstrated ability to work under pressure, to manage multiple deadlines and to pay attention to detail ensuring accuracy in outputs;

- Excellent writing skills, and ability o prepare clear, concise reports and presentations to a broad range of audiences;

- Demonstrated ability to work effectively as part of a team to meet deadlines and project objectives;

- Fluent in spoken and written English with Bislama and French an advantage;
