| | The Government of Vanuatu is implementing the support to Non State Actors and Community based Organizations lll (NSA lll ) programme, funded by the European Union and is seeking to recruit for the following position for its Project Implementation Unit (PMU): A rural development expert. PMU staffs will be employed directly by the Government of Vanuatu represent by the National |
| | Authorizing Officer. |
| | Within the Project Management Unit, he/she will have the responsibility for organizing and supervising project implementation in the field, and be pro-active to allow access to information on funding availability for all potential beneficiaries. |
| | He/she will work in close collaboration with all the project's stakeholders, including government's representative at provincial level. |
| | He/she will contribute to the draft operational reports as requested by the Supervisors and by the EDF Guidelines on the Management of Programme Estimates. |
| | Regular field visits throughout Vanuatu will be required. |

| | Criteria: |
| | - The project implementation Expert must hold a University Degree (or similar institution), or equivalent professional experience of minimum 6 years. |
| | - A minimum of 3 years professional experience working with civil society organizations, grass roots organizations, rural communities in the field of water, sanitation or/and enviroment sustainability is required. The |
| | candidate must have proven experience at management level donor's funded projects, preferable EU projects. |
| | - Experience in coordinaton of management role NSAs, government, community development initiative in the field is needed. Exposure to Gender issues is an advantage. |
| | - Proficient in English and French will be asset as well as ability to produce reports and documents efficently and accurately, in both English an French. |
| | - Must be proficient in spoken Bislama. |
| | - An in-depth Knowledge of Vanuatu context and current status of communities as well as civil society landscape throughout the country is required. |
| | - Computer skills across the range of current software(esp.Excel, words and Power Point) |
| | - Must be available as soon as possible. |
