Organisation Description
The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training system (PSET) in Vanuatu. Our mission is to lead the implementation of the Vanuatu National Qualifications Framework and the Vanuatu Quality Assurance Framework  (VNQF) in partnership with PSET providers and other key stakeholders to ensure that Institutions providing VNQF qualifications and programmes/courses leading to VNQF qualifications are quality assured, courses leading to VNQF qualifications are based on industry and community needs, and the VNQF qualifications are recognised nationally and internationally.

Job Description
The Human Resources Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counselling.

The Human Resource Officer provides advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Authority. The position coordinates the staff recruitment process.
- Assist in the identification of training and development opportunities
- Monitor daily attendance of staff
- Prepare notices and advertisements for vacant staff positions
Selection Criteria
• Bachelor Degree in Human Resources Management or related field
• Experience in planning and liaising with other people
• Experience in developing job descriptions and conducting performance appraisals
• Experience in disciplinary procedures and policies
• Experiences as a Human resource officer 
• Knowledge on human resources management
• Knowledge on performance review methods and techniques
• Knowledge on staff training, development and recognition
• Knowledge on mentoring and coaching
• Understanding of relevant legislation, policies and procedures
• Understanding of the roles and responsibilities of Nation Training Authority
• Problem solving skills
• Negotiations skills
• Effective verbal and listening
• Computer literacy including the ability to operate spreadsheets and word processing programs at a highly proficient level
• Effective written communications skills including the ability to prepare reports, proposals, policies and procedures

Job Description
• Coordinate all assigned client accounts, ensuring quality, timeliness and customer satisfaction
• Reconcile MYOB against Bank figures ensuring they are balanced at all times
• Import data (Creditors, Debtors and Banking)
• Verify Profit and Loss Statement, Balance Sheet
• Prepare VAT returns and submit on a timely basis
• Prepare superannuation funds deductions and submit on a timely basis
• Prepare bank reconciliations on MYOB
• Perform banking deposits on MYOB
• Make recommendations to processes and procedures to achieve company goals.
• Other office duties as required in the normal course of completing your work
Selection Criteria
• Proficient use of MYOB
• Familiarity with use of Microsoft office and excel
• Knowledge of relevant Vanuatu laws
• High level of personal integrity and honesty
• Strong financial management, human resource, and administration skills
• Demonstrate a high level of communication skills, interpersonal skills, and patience
• Advanced written and verbal English language skills.
• Drivers License would be an advantage
