Job Description: The Ministry of Climate Change (MCCA) is seeking to recruit an Information Systems Management (ISM) Specialist for the National Advisory Board (NAB) is responsible for designing an effective information systems framework and web based tool that will link regional, national, provincial and local level networks in collating, sharing and coordinating Climate Change (CC) and Disaster Risk Reduction (DRR) information and activities. The ISM Specialist will undertake a review of the current NAB portal and stakeholder analysis research to build an effective mechanism to manage and coordinate CC/DRR information, activities, programs, projects and activities in Vanuatu. Key Result Areas: National Advisory Board (NAB) Portal is reviewed, upgraded and maintained as an effective Climate Change and Disaster Risk Reduction (CC/DRR) information sharing, information management and coordination tool Creation of a database for storing and sharing information related to CC/DRR. For this particular result area, the information system management specialist will work closely with the monitoring and evaluation specialist Cross sector CC/DRR information management needs and gaps analysis is undertaken CC/DRR information system management framework designed to target national, provincial and local level stakeholders

Criteria: Selection Criteria Academic Qualification A degree in computer sciences, information management, information technology, knowledge management or equivalent field of study Experience Experience in designing and maintaining information management systems and tools Experience in the design, use and application of computer software Experience working in and or knowledge of disaster management, disaster risk reduction or the climate change adaption sector will be an added advantage Skills Ability to think critically and analytically Ability to manage information flows Ability to work under pressure and work independently Fluent in English, Bislama or French an advantage

The National Advisory Board on Climate Change and Disaster Risk Reduction (NAB) is implementing a UNFCCC engagement program in the lead up to the UN Climate Change Conference of the Parties (COP), to be held in Morocco in late 2016.  In an effort to strengthen and broaden Vanuatu’s international climate change negotiating capacity, the Government of Vanuatu has adopted an open and transparent process for the selection and participation of delegates at COP22. Vanuatu’s UNFCCC taskforce is now inviting applications for delegates, you may access the full information here. Both male and female are encouraged to apply.
