The Samoa Aviation Investment Project (SAIP) is currently being implemented with the support of the World Bank, and the European Investment Bank. SAIP is part of the regional Pacific Aviation Investment Program being implemented respectively in Kiribati, Tonga, Tuvalu and future countries such as Vanuatu will join the regional program in future. PAIP has the development objective to (i) improve the safety, security, efficiency, management and environmental sustainability of airports, and (ii) improve regional harmonization of aviation safety standards
The Government of Samoa (GoS), through the Implementing Agency - Samoa Airport Authority, has entered into a financing agreement, effective since the 6th August 2014. World Bank and the European Investment Bank are the co financiers of the project. SAIP is currently implementing key investment activities under the project with particular focus on runway upgrading, navigational aids/AGL and other operational requirements to support ongoing and improved compliance and operational standards.

The SAIP Project intends to apply part of the proceeds for consultant services. The services include consultancy for Personnel Licensing System and Technical Manuals MWTI (CAD) and expected to require two person months over a five month period starting on or around August 2015.

The SAIP Project now invites eligible Individual consultants to indicate their interest in providing the above mentioned services. Interested consultants should provide information, including CV demonstrating that they have the required qualifications and relevant experience to perform the services.

A firm is eligible to nominate an individual however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
2011 edition), setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the ‘Selection of Individual Consultants’ method set out in the Consultant Guidelines.

Job Description:
The Australia-Pacific Technical College (APTC) is an Australian Government aid and development program established in 2007 delivering Australian qualifications in vocational training in the Pacific. APTC is looking for a suitably qualified, experienced, motivated Pacific Island national to join our team in Vanuatu.

Job Summary
The objective of APTC is to offer a graduate program whereby individuals appointed provide support to APTC students and trainers in the delivery of APTC qualifications, whilst developing invaluable insight and experience in the vocational education sector.

The graduate program is offered to APTC graduates only, and will be for a maximum period of 12 months. Individuals will have the opportunity to obtain the Certificate IV in Training and Assessment (TAE).

There may be opportunities for Training Assistants to apply for a National Tutor position if one becomes available.  National Tutors undertake a National Tutor Development Program with the APTC to progress towards a position of qualified trainer.

Qualification and Experience
§  APTC qualification in Certificate IV in Youth Work.
§  Recent relevant industry experience (minimum of 5 years).
§  Communication skills to work with students of different nationalities.  This includes a demonstrated capability in both written and spoken English.
§  Experience with Microsoft Office programs (including Microsoft Word and Outlook) and experienced in the use of the internet.
§  Prepared to work in remote locations and to be flexible in the delivery and support of training programs including the ability to work outside of core business hours including the ability to work outside of core business hours.

ORGANIZATIONAL CONTEXT AND SCOPE

General Functions:
Under the overall supervision of the CoM Canberra, general oversight of the Programme Manager for Border Management and direct supervision of the Shelter & Settlement Program Manager, the incumbent will provide operational, administrative, HR, financial and project support to all activities implemented in Vanuatu. The incumbent will have the following duties and responsibilities below.


Responsibilities And Accountabilities
Operation:
  • Coordinate with the Chiefs and Local Authorities for arranging appointments and meetings for the program.
  • Identify communities lacking shelter as a result of the cyclone and propose IOM´s prioritized areas of intervention accordingly. 
  • Mobilize communities and ensure their active participation and contribution as appropriate.
  • Conduct workshops for selected commune to sensitize beneficiaries on their responsibility.
  • Ensure validation and selection of beneficiaries in line with IOM’s community Assessment Guidelines and in full consideration of beneficiary criteria of selection through the completion of the validation form for beneficiary.
  • Register all relevant information and ensure that this information is shared with the shelter Program Manager for recording purpose. 
  • Report all protection issues that are assessed during the community assessment to the Shelter & Settlement Program Manager and support and implement a gender approach within the overall consultation process with the community.
  • Support the program monitoring and evaluation efforts in the collection of information.
  • Coordinate activities and create linkages as relevant with all actors ( GOH, Humanitarian organization etc)
  • Compile weekly report from all field community mobilisers and submit it to Shelter Program Manager.

Administration:
  • Act as a focal point for all admin/finance queries and liaise with IOM Canberra, as needed.
  • Assist with the monthly accounts closure processes in coordination with IOM Canberra.
  • In consultation with Programme Mangers, prepare weekly financial planning and monthly funding requests.
  • Submit regular detailed reports on expenditures and commitments. 
  • Prepare the calculation of travel claims and the associated supporting documents for approval by the RMO in Canberra.
  • Ensure procurement of goods and services are in line with IOM rules particularly undertaking a bids analysis and recommending the best option.
  • Prepare regular analysis of funding status to facilitate decision of the Programme Managers.
  • Create and manage an Asset Inventory for all locations in Vanuatu.
  • Manage the petty cash of the office and submission of petty cash report and certificates to IOM Canberra for month end account closure. 
  • Performing other duties as may be assigned.
