Job Description:
This is an exciting new position to support a dynamic and collaborative organization to manage its day-to-day operations and programs. The Program Manager will be responsible for project management and implementation duties of Further Arts and Nesar Studio programs and activities.

Key tasks include: managing funds, capacity support, and donor and partner relationships; overseeing and contributing to the administration; seeking and facilitating new opportunities; and, ensuring effective monitoring, accountability and reporting. They will work closely with the Administration and Finance Officer, and report to the Operations Manager.

• Minimum 2 years experience in:
  o Project/program management and leadership
  o Use of participatory methodologies
  o Managing budgets and donor/funding contracts
  o Managing partner and donor relationships
  o Fundraising and grant writing

Purpose of the Position:
CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
Building on CARE’s existing programs in these Islands over the last 6 years, CARE will continue to partner with the Tafea Province, DARD, VARTC, local and international NGO’s and RTCs to re-establish household food production and agriculture based livelihoods for women and men.

Reporting Relationship:
This position directly reports to the Livelihoods Team Leader.

Responsibilities:
Program Delivery
  • Liaise with the Rural Training Centres, with support of Tafea MALFFB, to monitor ongoing livelihood trials;
  • Co-ordinating distributions of seeds and tools within Whitesands, and the accompanying small community awareness talk;
  • Assist with managing the partnership with MALFFB with support from Technical Advisor for Food Security and Livelihoods, and with the co-ordination of MALFFB Interns;
  • Conduct and assist community trainings across Tafea, with knowledge input into modules including; food security, advanced farming systems, seed saving techniques, nutrition, budgeting, poultry farming, water management and more;
  • Assist with the setup and monitoring of the Women’s Seed and Tool banks in Whitesands;
  • Travel to remote locations and project sites as needed.
Partner Capacity Building
  • Work with MALFFB to network with new and current partners, and foster relationships with local development and civil society organizations;
  • Coordinate and support the development and delivery of training programs and ongoing mentoring of local development partners.
Monitoring & Evaluation
  • Participate actively and take a lead role in Monitoring and Evaluation of field activities and partner capacity building interventions;
  • Oversee regular field monitoring and reporting of the Livelihoods Components;
  • Ensure the submission of regular and timely field activity reports to the ICDP Manager;
  • Provide feedback on program activities to CARE, communities, and other stakeholders;
  • Assist in documenting project activities, processes and lessons learned.
Cross-cutting Issues and Policies
  • Promote, demonstrate sensitivity to, and integrate cross-cutting issues including gender into plans, programs, and actions;
  • Promote a safe and secure work environment;
  • Foster a culture of safety and security awareness;
  • Ensure consistent application of, and compliance with, CARE International in Safety and Security policies and procedures;
  • Promote and foster a culture of respect and dignity as per the CARE values/codes of conduct;
  • Be a good CARE ambassador at all times when representing the organization in the field, at workshops, in the office, and any other environments.
GENERAL RESPONSIBILITIES:
  • To proactively manage the APPA process for all direct reports (annual appraisal, midyear review and regular 1:1 meetings) creating an environment where feedback is valued, acted upon and monitored, and where the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure a consistent application of, and compliance with, CARE safety and security policies and procedures;
  • Demonstrate understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Uphold and promote CARE’s commitment to Child Protection;
  • Represent CARE at any stakeholder meetings in Tanna.

  • A relevant tertiary qualification or equivalent level of experience
  • Experience coordinating and supervising a small field team
  • Proven experience or study in the area of agriculture or related field
  • Ability to document and give feed back and follow a work plan
  • Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
  • Well-developed oral and written communication skills, with the ability to speak English and possibly French
  • Basic IT skills in Word, excel, PowerPoint, outlook
  • Must be willing and able to conduct field work and travel to outer Islands as required
