DEVELOPMENT OF A NEW VNPF MEMBER MOBILE APP
The Vanuatu National Provident Fund (VNPF) invites sealed Expression of Interest (EOI) from qualified and experienced local and international based organizations to undertake the design, development, testing, and deployment of a secure and robust state-of-art Mobile App for the VNPF members.
INTRODUCTION
The following are the functional requirements for the VNPF Member Mobile App. The Member Mobile App will have 2 applications as shown below:
1. Member Mobile App - the App should run both in Android and iOS devices.
2. Mobile App Administration Console - this would be an internal Web application to control the configurations and functionality of the Member Mobile App.
VNPF MEMBER MOBILE APP
The functional requirements of the VNPF Member Mobile App will consist of the following modules:
• Administration
• Loan
• Contributions
• Member Account
• Withdrawals
• Insurance
• On-line Payment Integration
• 2-way communication and Notifications
• Security and Update Management
• Integration to the Loan Management and Membership & Contribution systems.
MOBILE APP ADMINISTRATION CONSOLE
The following functional requirements are expected to be part of the Mobile App Administration Console:
1. This should be a web-based application that is accessed internally, only by the VNPF staff.
2. The console should be able to help the staff in configuring the mobile app modules like:
• Admin console user management
• Loan module related configuration
• Contribution module related configuration
• Withdrawal module related configuration
• Update Management
• Push Notification
• 2-way communication, etc.
Selection Criteria:
REQUIREMENTS
• Application should be developed using Microsoft technology.
• Integration to the core system for the mobile application to be developed.
• Source code for the app and the administration console will be owned by VNPF and should be handed over to VNPF when the system is completed and delivered.
• App source code should be easy to manage and should support both Android and iOS platforms.
• Application will be hosted at VNPF datacentre. All required servers for the applications will be provided by VNPF.
• The servers hosted for this application will be managed and maintained by VNPF IT Team.
• Deployment manual for the application, technical architecture and training to manage the application to be provided to VNPF IT Team.
• All technical documentations, Test cases, Test results, Performance test, Load test and its results to be provided to the VNPF IT team as part of final completion.
THE QUALIFICATION CRITERIA
Interested bidders must ensure that they meet all the qualification criteria listed below when submitting their EOI. Only qualified submissions will be considered:
• The interested developer expresses the monetary value for developing the App in the USD currency or the local Vatu currency.
• The developer must include in their submission, CVs for at least 3 core technical staff and designation of people who will be involved in the VNPF Member Mobile App development, showing their professional experiences and academic transcripts as well as from recognized tertiary institutions.
• The developer must preferably have more than 5 years of practical experience in developing various Database systems and must provide a listing of these systems in their submission.
• The developer must demonstrate evidence of developing Mobile Apps for NPFs or liked organizations such as the Superannuation Funds in the Region.
• Must be well-versed and equipped with a technology stack showing a thorough understanding of the Mobile App development processes.
• The developer must show evidence that they fully understand the technical and business requirements for the VNPF Member Mobile App.
• Provide evidence that they have worked with VNPF core systems in the past.
