Job Description: 
The Shefa Provincial Council wishes to recruit a suitable person to fill in the position mentioned above and to coordinate activities related to Youth and Sport throughout the SHEFA Province.
Responsibilities:
  • Assist with yearly community profiling and five yearly planning for SHEFA Provincial Council by assisting Area Council to develop Area Plans that communicate the short and long term goals and priorities of each community
  • Assist communities with small project profiling
  • Plan, coordinate and take Minutes at least Four Area Council meetings per year in line with the wishes of Area Councils and the Decentralization (Amendment) Act No. 16 of 2013
  • Work with Area TAC and ensure that information from the TAC meetings reaches the Communities and TAC recommendations are implemented
  • All materials given by the Shefa Administration Office or Area Council Development Officer for communication to the Area Councils or Local Community must be communicated in a mode of delivery as specified at the time requested
  • Monthly reports must be completed as requested by the ACDO using the templates and timeframes as set out in the Area Councils handbook
  • Assists Area Councils to establish Community Disaster Committee utilizing Chiefly system or Church and family leadership if the Chiefly system is not clear
  • Communicate information from NAB to local communities as required
  • Once penalties are established for environmental offenses ensure that the local communities through the Area Councils are aware of the offences and assist the local communities in working within environmental regulations
  • Assist the Police to enforce the environmental regulations as required
  • Work with Government Authorities to educate the community and visitors on regulations including land, fishing and building
  • Collect License fees as required in line with SHEFA Provincial Council and training each year at the ACS Forum
  • Follow instructions given by the registration Office in regard to Births, Deaths and Marriage documentation completion and information sharing
  • Work with Physical Planning Unit to educate the communities on Shefa Property Tax By-Law and Physical Planning Act
Other duties may be requested by the Head of Planning and Economic Section or by Council.

        Criteria:
        • Numeracy and literacy skill in line with the written and financial responsibilities of the position
        • A very good communicator and willing to learn basic report writing, meeting secretary protocols including agenda creation and minute taking
        • Willing to learn computer skills including e-mailing and word processing
        • Has a clear understanding of the Chiefly system, Church and Family leadership and Area Council Structure in their own community
        • Good problem solver who looks for win/win solutions without conflict
        • A strong personality who understands the need to collect revenue
        • Honest and reliable with a strong work ethic
        • Can be trusted
        • Someone who can follow instructions.
