Job Desctiption:
Abt Associates has an opportunity available in the IPM team in Vanuatu for a Finance and Procurement Officer. This position is full time until April 2023, with the possibility of extension to November 2023.
The Finance and Procurement Officer will provide oversight on administrative, procurement, accounting and financial support to ensure national-level implementation of the Project. The officer will follow the Asian Development Bank's (ADB) policies and operating procedures ensuring that funds used in Vanuatu are spent according to Vanuatu Financial Management Act and associated regulations and ADB rules to allow enough financial resources for the successful implementation of the project. The officer will report primarily to the Finance Manager in the Ministry of Health and the IPM Finance and Procurement Specialist.
This officer will comply with the Public Service Staff Manual, Abt Associates and ADB policies on gender, disability, fraud and anti-corruption, HIV and AIDS, child protection and the environment.
Selection Criteria:
• 3-5 years' experience in donor funded project in procurement and financial management using the government FMIS System or similar
• Recognized graduate level qualification (diploma or bachelor's degree in Accounting)
• Fluent in Bislama and English and good command of French
• Familiarity with working on ADB projects will be an advantage; and
• Past experience working with Vanuatu government financial management systems
• Applicants who have been a public service employee within the past 12 months are not eligible for this position
