Job Description:

Vanuatu Education Policy Advocacy Coalition (VEPAC) is a national coalition of Civil Society Organizations (CSO) and individuals in Vanuatu which was established in November 2009 with the support of Asia South Pacific Association For Basic and Adult Education (ASPBAE) working together to ensure all people in Vanuatu, especially those from

disadvantaged groups, gain access to quality education. In order to achieve this, VEPAC participates in education policy research, analysis and advocacy.

VEPAC is seeking to recruit a Coordinator based in Port Vila to assist in the development and implementation of its programs. The Coordinator is responsible to VEPAC Board.

The position may require some local and overseas travels in various parts of the Asia South Pacific. Applicants should be a citizen of Vanuatu or have permanent residency. This is an equal employment opportunity for both male and female.

Duties and responsibilities:

Oversees and coordinate the implementation of VEPAC’s programs and projects

Coordinate and supervise VEPAC staff, volunteers and provide support for them

Provide overall administrative management of the organization

Liaise with CSOs, government officials, donors and other stakeholders on behalf of VEPAC for education policy advocacy

Coordinate the planning, design and implementation of workshops, trainings, consultations, surveys, research and capacity strengthening measures for VEPAC’s staff and its members

Coordinate data collection surveys, analysis and the development of quality reports, policy briefs, project proposals, case studies and other educational materials as requested on aspects of education and education aid

Ensure proper, accountable and transparent management of financial acquittal of programs and timely preparation of program narrative and financial reports

Participate in lobbying and advocacy initiatives to achieving the vision of VEPAC as stipulated in its constitutions and or the VEPAC organizational policy and procedures manual

Managing of VEPAC staff, programs and assets for delivery of service for best interest to VEPAC

Adhere to other responsibilities required by the Board.

Interested applicant must possess the following:

Criteria:

- A relevant undergraduate or postgraduate degree on Educational Administration; Sound knowledge of Vanuatu political, economic, social and especially educational development issues; Minimum of

3-5 years work experience in program management, coordination, design, implementation, monitoring and evaluation

- Experience working with NGOs, donors, government agencies, and liaising with stakeholders and partners at the local and national level; Experience in managing donor funding; Experience in writing

program, project and financial reports, developing and managing budgets

- Experience in policy Development; Knowledge and experience in modern human resources management practices; Sound analytical, organizational, project and time management skills; Excellent

cross-cultural, gender awareness, interpersonal and representational skills

- Excellent oral and written communication skills; Strategic planning skills’ Workshop, group and meeting facilitation skills; Mentoring, networking and liaison skills; Computer literate (MS Word,

Excel, PowerPoint, Internet, email, database); Ability to work independently and to consult as leader of a team

- An energetic, pro-active, creative, and flexible problem solver; Insightful, patient, with an ability to listen and evaluate; Professionally presented.
