Job Description:

Role
TRR is seeking to recruit an Engineering Officer to assist its Telecom and Radio Engineers and Manager responsible with technically focused responsibilities on Telecommunications/ICT regulatory issues. The role focuses on Technical Interconnection, Network Coverage, Telephone Numbering, Spectrum Management, Radio Licensing and Quality of Service, matters related to telecommunications infrastructure, Type approved equipment coming into Vanuatu as well as assisting with internet technical management and governance.

Particular responsibilities include assisting TRR’s Engineers, Manager responsible and required TRR staff on:
  • Consultation with Service Providers and other required stakeholders on technical telecommunications & radiocommunications issues
  • Frequency planning , Allocation, administration, assessing market needs
  • Spectrum Management: Strategies for planning & managing spectrum for services, audits, monitoring & interference
  • Providing technical support & advice for Radio licensing, liaising with telecommunications equipment vendors, assessing equipment compliance to approved standards
  • Spectrum Management including strategies for planning and managing spectrum for next generation networks (NGN) and Long Term Evolution (LTE) wireless mobile communications
  • Performing spectrum audits, monitoring of interference and ensuring compliance as and when needed
  • Engineering aspects of interconnection, infrastructure sharing, monitoring of  Quality of Service
  • Telephone numbering: National Numbering Plan, maintaining numbering records, coordinating with the ITU on international numbering systems
  • Technical implementation of Universal Access Policy Projects
  • Assistance on Technical Coverage Auditing
  • Maintaining a telecom GIS database for Vanuatu
  • Providing technical support and recommendations for Radio licensing
  • Monitor and resolve interference issues and complaints filed to TRR for mediation
  • Liaising with telecommunications equipment vendors for introducing new equipment in the market, assessing equipment compliance to approved standards and award approvals
  • Performing regular audits and ensuring compliance on imported telecommunications equipment
  • Monitoring and Auditing of Quality of Service standards for telecommunications services across Vanuatu
  • Telephone numbering issues including TRR’s National Numbering Plan, and maintaining the records of the numbering system administered by TRR including coordinating with ITU on international numbering systems
  • Other duties as requested and required by the Regulator and other line Managers.
Criteria:
Required Experiences and Qualifications
Desirable Qualifications and Experiences include:
  • a Degree in Telecommunications, Radio Engineering, ICT or a relevant discipline, & 3 or more years of relevant telecommunications & ICT experience; or
  • an equivalent combination of education & experience. However, new graduates in telecom/ICT are encouraged to apply and are eligible for consideration
  • Applicant should have a sound understanding of ICT/telecommunications & radiocommunications technologies; how they are used by Operators or Service Providers & consumers in Vanuatu
  • Applicants must be fluent in English & Bislama; proficiency in French will be an advantage
  • a sound understanding of the internet infrastructure & its services, & internet related activities such as Internet Exchange Point
  • knowledge & understanding of telecommunications & ICT issues in the Pacific & ideally Vanuatu
  • Sound knowledge & understanding of project management & project coordination
  • High level of computing competence in applications such as Email, Word, Excel, PowerPoint, Project; GIS knowledge would be a plus
  • And other duties as requested and required by the Regulator and other line Managers.

Job Description:

Role
TRR is seeking a Senior Experienced Legal and Compliance Officer to lead, and coordinate Vanuatu’s Telecommunications and Radiocommunications regulatory legal responsibilities in the Telecommunications/ICT sector. The role includes:
  • Drafting of all legal instrument, letters/emails of advice and analyzing all TRR’s legal matters
  • Provision of high-level, on-time advice on and drafting of quality legal documents and instruments required by the TRR
  • Provision of high-level, quality and appropriate legal guidance and importantly sound advice to the Regulator on matters related to Telecommunications development and surrounding matters such as Interconnection, submarine cable matters, Licensing, Infrastructure related issues, Numbering, spectrum management, market competition and monitoring matters, advertising and promotions,  over the Top Services, Internet of Things, Convergence (radio/Television broadcasting & Telecommunications), Country Code Top Level Domain matters, Consumer Protection related matters and more other regulatory matters that the TRR is currently handling to maintain sustainable Market Competition in Vanuatu
  • Take the lead on drafting of TRR’s Regulations, Rules, Orders, Instructions and Guidelines
  • Provision of appropriate guidance and advice on appropriate Judicial Services procedures involved where required
  • Provision of sound advice on TRR Contracts and case management
  • Taking the lead on, and ensuring compliance of specific License Conditions and Telecommunications Act obligations through regular monitoring and enforcement

Required Experience and Qualifications
The applicant should have the following combination of qualification and experience:
  • Degree in relevant discipline, particularly Law (LLB degree and PDLP or similar) and 3 or more years of relevant Telecoms and ICT experience, particularly in legal advice
  • Proven background and experience in legal advice and practice
  • A sound demonstrable knowledge and experience in advisory role
  • A sound demonstrable understanding of commercial law, contract and company law is mandatory
  • A sound demonstrable understanding of telecommunications regulatory and competition law principles
  • A sound demonstrable knowledge on the judiciary system of Vanuatu, and legal data base for Pacific countries
  • A sound demonstrable knowledge on project coordination and management
  • High-level competence in Microsoft offices (Word, Excel, PowerPoint, Project etc.)
  • A fair knowledge on basic Project Management skills
  • A high-level, demonstrable written and oral skill is mandatory.

Job Description:

Role
TRR is seeking a Reception/Administration Officer to fill in the role. The Reception and Administration Officer will play a key and important role in supporting and coordinating TRR’s front office and administrative related responsibilities in the TRR’s daily operations, and in accordance with the Telecommunications and Radiocommunications Regulation Act 2009 (the Act).

The role includes:
  1. Understanding of the Vision, Mission, and Values of TRR
  2. Ensure smooth administrative and logistical support to all TRR units and staff including the Regulator
  3. Perform routine clerical and administrative responsibilities
  4. Provide support and assist other units within TRR as required.
In particular, the Reception and Administration Officer will be working closely with the Corporate Team. The Reception and Administration Officer must work cooperatively with industry, consumers, and TRR’s key stakeholders including the Government.   The Officer will also work closely with other TRR team members across all units; including Market Monitoring, Competition and Legal, Technical and UAP, Consumer Affairs and Internet Governance, Corporate Affairs and the Regulator.

Criteria:
Required Experience and Qualifications
The applicant should have the following combination of qualifications and experience:
  • A certificate in office management and/or administration
  • General office experience, familiar with office processes such as filing, banking and administrative work experience; or an equivalent combination of education and experience
  • A good understanding of Telecommunications technologies and ICT in Vanuatu
  • Excellent written and oral communication skills in English. A good working knowledge of French and Bislama in addition is ideal
  • Excellent computing skills and proficient of office computer systems including Microsoft Office applications.
