Background 
The Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) is currently revising its structure. In order to gain and maintain momentum on all recovery programme activities of the MALFFB, a Project Management Unit (PMU) has been established within the MALFFB to work with the different departments on the implementation of recovery activities.

The MALFFB will benefit from having a dedicated team to address recovery programme delivery, ensuring that all projects implemented through the departments and implementing partners are delivered on time, to specification and within the budget available. This unit is thus likely to contribute to a stronger productive sector in Vanuatu, including proactive management of recovery activities and El Nino response, while setting up systems for future projects to follow.


Scope
The Project Officer (Procurement) will work within the Project Management Unit (PMU) of the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) to assist the PMU to meet all procurement and asset management issues. This position reports directly to the Project Manager of the PMU of MALFFB.

Criteria:
Tasks & Responsibilities
  • Assist with the development, adjustment and implementation of procurement plans for recovery projects
  • Tendering and procurement from a selection of national and international firms for public, restricted and informal tenders for recovery projects
  • Supervision of transparent procurement processes complying with national and international guidelines (solicitation bases, criteria for evaluation, specifications and evaluation reports to progress contracting)
  • Obtain quotes for parts, goods and equipment nationally and internationally in accordance with the financial requirements of the PFEM Act and the Government Contracts and Tenders Act
  • Management and efficient procurement and delivery of goods and services to project sites or implementing agencies
  • Maintain Assets Register of procured parts (inventory).
Essential Qualifications
  • Bachelor Degree in Financial Management and/or Accounting or a related field
  • At least three (3) years of professional experience in a similar role
  • Demonstrated capacity to manage the procurement of goods, works and services approved by the DG MALFFB with understanding of government tender and procurement processes
  • Demonstrated analytical, methodological and practical skills
  • High level of computer skills (Word, Excel)
  • Good communication skills
  • English and/or French and Bislama
  • A valid driving license.

The Vanuatu Provincial Office in Luganville, Santo seeks applicants for the position of a Program Support staff. This is a position for fixed term contract for 30 months commencing in early 2017 to June 2019, with a view of extending beyond, that subject to funding.

Responsible:   
General Secretary of ACOM through the Deputy General Secretary in Vanuatu and Melanesian Board of Mission through the Vanuatu Assistant Mission Secretary.

Position Summary:      
The ACOMV Livelihoods and Women’s Empowerment Project is funded by Australian Government’s ANCP program in partnership with Anglican Overseas Aid (AOA), and implemented by ACOMV, AOA is an Overseas Relief & Development Agency of the Anglican Church of Australia based in Melbourne.  The project sought three main development objectives: to increase ACOMV’s knowledge and capacity to respond to issues facing women and youth in communities; to assist women and youth with livelihoods activities to improve their living standards; and to minimize social issues facing women and youth in communities through increase knowledge and self-esteem.

Key responsibilities
Under the direction of the Project Manager:
  • Support Program Delivery; implement activities as project’s yearly plans, liaising with stakeholders and monitoring livelihood projects. Facilitate the establishment of self-reliance projects (SRP) in close consultation with ACOMV SRP Committee. Co-ordinate distributions of approved SRP materials. Monthly checks on project activities, collect and collate data for reporting purposes.
  • Networking and Partnership; assist with managing the partnership between ACOM Vanuatu and AOA. Strengthen networks with new and current partners and stakeholders, and foster relationships with local development and civil society organizations. Strengthen collaboration with women’s’ groups, such as Mothers Union through project activities implementations. Establish and maintain good working relationship with staff in ACOM Vanuatu Provincial Office, the Diocese of Banks and Torres and the Diocese of Vanuatu and New Caledonia.
  • Monitoring & Evaluation; participate actively in M&E of field activities and partners capacity building. Oversee regular field monitoring and reporting on project components. Provide feedback on program activities to communities and other stakeholders. Assist in documenting project activities, processes and lessons learned.
Criteria:
Required Skills and Experience:
Essential
  • Year 12/13 Leaver, with certificate in management/project management
  • Three or more years’ experience in managing development programs and activities
  • An ability to relate to others and communicate well, both verbally and in writing in English
  • Willingness to undertake travel to other provinces and remote areas
  • Sound personal organization and a constructive approach to problem-solving
  • Willingness to work overtime, weekends and public holidays as required
  • A committed and devoted Christian
  • Be able to abide by the Christian values as outlined in the ACOM Code of Ethics.

Salary:

The salary of the successful applicant will be Level 5.3 on the Anglican Church of Melanesia salary structure. Other benefits & allowances will be governed by the terms and conditions of service for the ACOM under the General Guidelines of Services for Church Employees.

    Job Description:
    The Department of Industry (DOI) is seeking the services of a national expert. The expert will support the DOI and an international expert in drafting the National Industry Policy 2017-2022. The policy will guide Industry development from 2017 and onwards.
    The support to the drafting of the National Industry Policy 2017-2022 will be both logistical and technical in nature. In terms of logistics, the national expert will be responsible for facilitating meetings during consultations in Port Vila and other selected locations including the final validation workshop. In terms of technical support, the national expert will support in the preparation of all outputs outlined in the TOR and ensure that the recommendations from the project are suitable for Vanuatu.
    Criteria: 
    The successful applicant will possess the following qualifications, experience and skills:
    • A bachelor degree in economics, industrial development or any other fields in the socials
    • Proven working experience or development policies and related sectors in Vanuatu or the Pacific
    • Proven experience in undertaking economic and social development assessments in the industrial sector
    • Excellent knowledge of industrial development, value addition and issues affecting developmental growth in the Pacific
