The Chief Mate, also known as the First Officer or Second Captain, is the highest-ranking officer after the Captain. The Chief Mate must ensure that the vessel complies with all applicable international, national, and company regulations. This position also plays a pivotal role in the navigation of the vessel, standing watch, and ensuring that the vessel's course is maintained according to the Captain's instructions. The Chief Mate oversees the safety and performance of the crew, ensuring that all activities related to the maintenance, security, and functionality of the ship are conducted efficiently. Additionally, the Chief Mate is directly involved in deck maintenance and actively participates in cargo operations, ensuring that all loading and unloading tasks are carried out safely and according to procedure. This position requires the Chief Mate to coordinate the work of other officers and crew, especially in the handling of cargo, as well as in the maintenance and upkeep of deck machinery and safety systems. Leadership, attention to detail, and the ability to make quick decisions in critical situations are paramount for success in this role.

KEY RESPONSIBILITIES
- Assist the Captain in all navigational duties and assume command in the Captain's absence.
- Oversee and manage all deck operations, including maintenance, safety inspections, and crew assignments.
- Actively participate in deck maintenance and ensure that all deck machinery and equipment are in good working condition.
- Supervise and actively participate in the loading, unloading, stowage, and securing of cargo, ensuring the stability of the vessel is maintained.
- Conduct safety drills and training for the crew, including firefighting, emergency evacuation, and lifeboat drills.
- Perform regular inspections of the vessel's hull, decks, and equipment to ensure readiness and compliance.
- Stand navigation watch as directed by the Captain and monitor all activities during the watch.
- Act as the safety officer on board, ensuring that all safety protocols and preventive measures are adhered to by the crew.
- Communicate effectively with the engine department and other officers to ensure smooth operational coordination.

- Ensure proper functioning and maintenance of navigation, communication, and safety equipment on the ship, including radars, radios, alarm systems, and life-saving equipment.
- Plan and oversee preventive and corrective maintenance operations to ensure consistent availability of essential equipment.
- Prepare and review weather forecast when establishing voyage planning to ensure a safe sail.
- Review and make sure all crew members documentation is onboard and up to date and that crew list is updated.
5. Coordination, Communication, and Directive Adherence:
- Work closely with Operation and Technical management to coordinate ship operations in alignment with company objectives.
- Maintain regular communication with management, adhering to established directives and policies while reporting activities and outcomes.
6. Emergency Management:
- Be prepared to react effectively in emergency situations, such as navigation incidents, extreme weather conditions, or rescue operations.
- Lead the crew in implementing emergency procedures and safety plans, prioritizing the safety of the crew, vessel, and environment.

The Finance Lead ensures robust financial systems, internal controls, and compliance with Sista's Operations Manual, Vanuatu laws and donor requirements. The role maintains accurate financial records using Xero, ensures accountability to donors, oversees risk and fraud control, and supports strategic decision-making. The Finance Lead contributes to organisational sustainability and upholds the highest standards of integrity. This role will work closely with Executive Director, Human Resources & Administration Team and Program Team.
Selection Criteria:
Key Responsibilities
Accounting & Financial Control
• Month-end accounts processing and month-end close
• Project costing and monitor expenditure allocated to projects
• Managing general ledger and reconciliations
• Ensure compliance with Vanuatu statutory requirements (VAT, VNPF, payroll, tax)
• Maintain secure and updated accounting records and the asset register
• Ensure accurate use of Xero and proper filing of financial documentation
• Provide dotted-line oversight of Human Resources & Administration Team for finance related tasks. E.g. Payroll, VNPF, Severance Pay, Petty Cash, Travel & Cash Advance
Financial Reporting & Analysis
• Prepare month-end financial reports (P&L, Balance Sheet, Cashflow Statement)
• Prepare Management Report for The Management Team and The Board
• Maintain the Grant Register
• Prepare monthly forecast cashflow
• Prepare cost analysis and support strategic decision making to mitigate on potential over/under spend
• Prepare donor financial reports as required by donors
• Prepare the organisation annual budget
• Work closely with the Program Manager to prepare project proposal, budget and amended budget
• Prepare annual financial statements and lead the external audit process
• Prepare ad hoc finance related reports and analysis as required
Risk, Compliance & Fraud Control
• Ensure adherence to accounting standards and policies
• Implement risk management and fraud control measures
Qualifications, Skills & Attributes
• Degree in Accounting, Finance, Business Administration or equivalent
• Minimum 3–5 years' experience in finance roles, preferably with NGOs or donor-funded programs
• Strong proficiency in Xero accounting software
• Competent in Excel and Word applications
• Understanding of donor compliance and Vanuatu financial regulations
• High integrity, attention to detail, and ability to explain financial information clearly
• Commitment to feminist values, confidentiality, and safeguarding
Salary:
140,000- 160,000 monthly
