Organisation Description: 

The Australia Pacific Training Coalition (APTC) works with training institutions, businesses, and the Governments of Pacific Island nations and Timor-Leste to achieve sustainable, country-led technical and vocational education and training (TVET) reform. APTC provides high quality TVET training and is a leading force in skills creation and a highly successful example of sustainable development assistance. We achieve this through working with Pacific and Timor-Leste TVET training providers to develop their capability to deliver qualifications and skill sets to an international standard across a range of demand-driven industry sectors to support both the domestic labour market and international labour mobility opportunities.

The APTC has country offices established in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste (since July 2021). The Country Offices are supported by a range of services provided from a Regional Head Office (RHO) located in Suva, Fiji.

The APTC is implemented by TAFE Queensland (RTO 0275) on behalf of the Department of Foreign Affairs and Trade (DFAT).

 

Job Desctiption:

The Vocational Training Manager (VTM) will manage the delivery of Australian qualifications and skill sets in the countries of responsibility ensuring high quality delivery and regulatory compliance whilst driving a culture of innovation and continuous improvement in vocational training delivery practice.

Your key responsibilities include but not limited to;

Overall responsibility for ASQA, TAFE Queensland and National TVET regulatory compliance, the alignment of the training delivery, learning support and student experience at APTC.
Seek to deliver joint training with local institutional partners and will manage training delivery capacity building activities with partner training providers and any third-party arrangements between partner training providers, TAFE Queensland, and TVET partners as directed by the Country Director and Skills for Employment and Training Director.
Identify and support the business development activities, creating incentives and marketing opportunities for co-investment to achieve mutually agreed TVET system strengthening objectives to improve sustainability of APTC.

The Vocational Training Manager reports to the Country Director and takes direction from the Skills for Employment and Training Director with regards to ASQA and TAFE Queensland VET quality and compliance.

 

Selection Criteria:

How will you be assessed:

1. Certificate IV in Training and Assessment (TAE40116) or Diploma level, or higher teaching qualification
2. Australian Vocational qualification in an industry sector.
3.  Extensive experience in an Australian TVET organisation.
4.  Highly developed understanding of a range of industry training packages.
5.  Demonstrated experience in managing the development and application of a full range of teaching and assessment methodologies, customisation techniques and standards.
6.  Demonstrated extensive knowledge and experience of NVR Standards and regulatory framework, ASQA requirements, third party arrangements and proven ability to manage compliance.
7.  Demonstrated superior written and IT skills, and demonstrated experience in preparing high-level responses, reports and presentations.
8.  Proven ability to manage others; providing leadership, direction and mentoring to facilitate capability development and support change in a culturally sensitive manner.
