Job Description:
The Vanuatu Office of the Auditor-General (VOAG) is the Supreme Audit Institution (SAI) for the Republic of Vanuatu. The VOAG is the key Government Institution established to promote transparency and accountability in governance to Parliament.

The Office of the Auditor-General is governed by the Expenditure Review and Audit Act [CAP 241] which sets out the responsibility of the Auditor-General. The Act also includes the functions of the Public Accounts Committee of which the Office of the Auditor-General is to provide secretariat services. It is recognised that this Act is out of date and there is an increasing pressure for the Supreme Audit Institution (SAI) or the Office of the Auditor-General to increase its independence from external pressure.
In 2009 and 2010 the OAG received part-time technical assistance through a position funded by the European Union (EU). The technical assistance drafted the five year Corporate Plan as well as two pieces of draft legislation. One legislation is the National Audit Act and the other is the Public Accounts Committee Act. There is also a requirement for the Constitution of the Republic of Vanuatu to be amended to give effect to this upcoming legislation. The newly elected government (January 2016) has included the passing of these two Bills in the next Parliamentary sitting and this has also been highlighted in their 100 day priority plan.
The proposed National Audit Office Act will mean that the appointment of the Auditor-General will shift from the Public Service Commission to the President of Vanuatu. In addition to that, the appointment of the Auditor-General’s staff will shift from the Public Service Commission to the Auditor-General.
To anticipate the shift of the Human Resource (HR) function from the Public Service Commission to the National Audit Office, a Human Resource Advisor is required to prepare the VOAG to assume full responsibility of the HR function from the Public Service Commission.

Placement objectives:
  • Assist the OAG to prepare documentation, policies and procedures for the HR function 
  • Design an incentive based performance management system
  • Contribute to development of audit capacity of OAG staff and
  • Provide recommendations on areas for further development in the HR area.
Criteria:
Qualifications
  • At a minimum, Degree in Human Resource Management
Skills, experience, knowledge
  • Proven practical experience preparing and tailoring human resource documentation for different types of clients (although experience in the professional financial or auditing sector an advantage)
  • Proven experience developing and delivering training courses for technical and administrative staff not trained in HR management
  • Strong presentation skills that are interactive and inclusive
  • At least eight years of experience in HR
  • Understanding of theories and principles of HR management, particularly in the public sector
  • Proven management, organisational and communication skills
  • Demonstrated ability to make sound judgments on capacity issues that will require management referral and guidance
  • Demonstrated ability to assist and support the development of useful processes and procedures within the unit to implement effectively the work program 
  • Demonstrated ability to communicate ideas and analyses clearly and tactfully, both orally and in writing and
  • Ability to meet timelines.
