  Organisation Description: 
  The Vanuatu National Provident Fund (VNPF) was founded in 1986 and is  Vanuatu's only national social security mechanism.
   
  Job Desctiption:
  In May 2022, the Vanuatu Government awarded the new electricity  concessionaire for Tanna and Malekula Islands to the Vanuatu National Provident  Fund (VNPF). This concessionaire allows VNPF to be responsible for the  generation and distribution of electricity to the people on the two Islands.   This achievement highlighted the aim to localize major infrastructure  investments in Vanuatu, in line with the People's Investment Plan 2030.
  
  The position reports to the Vanuatu National Provident Fund CEO and General  Manager; and is responsible for overseeing the projects management of all facets  of electricity services in Tanna and Malekula.
  
  Key Responsibilities and Outcomes
  1.	Effective Project Management:
  	To ensure the respect of VNPF's contractual obligations;
  	Performance and compliance of subcontractors in their contractual  obligations to VNPF;
  	To prepare internal financial summaries and annual investment budgets for  the project's contracts; and
  	To create report on the performance and the future development plans of the  contract to the CEO.
  2.	Meeting mandatory report requirements to other stakeholders: The Vanuatu  Government, Utility Regulator and Development Agencies; 
  3.	Entertaining constructive working relationships with other stakeholders:   Vanuatu Government, Utility Regulator(s), Land Owners, Legal  representative and Development Agencies; and
  
  4.	Taking on, as a sole contributor, certain strategic and studies:  tariff  reviews, deals with Development Agencies.
  
   
  Selection Criteria:
  Key Attributes and Skills Required
  
  •	Knowledge of utilities:  high level of technical understanding, general  knowledge of concession models and energy development goals;
  
  •	General financial acumen and knowledge of energy and utility tariffs;
  
  •	Capacity to create professional reports in Excel, Power-point and Word;
  
  •	Good understanding of contracts, service level agreements, and the  constructive management of contractual relations;
  
  •	Excellent people and networking skills;
  
  •	Strong level of conscientiousness and respect of mandatory reporting  deadlines;
  
  •	Capacity to work autonomously (sole contributor with no reporting line);  and
  
  •	Excellent leadership skills, goal-driven with desire to exceed goals and  targets.
  
  Qualifications
  •	He/she must have a Business Bachelor's Degree or higher Diploma in  Engineering or equivalent from a recognized tertiary institution;
  
  •	Has at least 10 years' experience in project management, contract  management, project developer, consultant, entity manager, or a similar role  that demonstrates these skills; and
  
  •	English is a requirement, understanding of French and/or Bislama would be  preferable.
