Organisation Description: 

The Department of Environmental Protection and Conservation implements the Montreal Protocol which is the international law on substances that destroy the Ozone Layer and any other changes to it, including the Kigali Amendment. The Multilateral Fund funds the projects; Hydrochlorofluorocarbon Phase-out Management Plan (HPMP) and Vanuatu Institutional Strengthening (Van IS). The projects fund activities that contribute to phasing out the use of substances that destroy the ozone layer and contribute to global warming. These substances we refer to as Ozone Depleting substances and high global warming potential gases. The Assistant Ozone Officer will be assisting the National Ozone Officer to implement the Montreal Protocol whose project activities will continue to beyond 2030.

 

Job Desctiption:

1. Planning, Implementation and Monitoring:  With guidance of the Chemical Ozone Officer, the Assistant Ozone Officer will undertake the following tasks:

• Develop an annual work plan and budget for the implementation of both IS Project and HPMP including regular meeting with concerned stakeholders, training of customs and enforcement officers, training of RAC technicians, certification of RAC technicians, acquisition of basic servicing tools to RAC servicing workshop and foam investment component etc;
• Organize the activities as specified in the work plan of IS Project and HPMP;
• Periodically monitor the implementation progress of annual work plan and identify areas of improvement needed to facilitate the implementation of ODS phase-out activities in the country.
• Draft relevant reports as per requirements of the National NOU and DEPC;
• Develop the Country Programme Report to the Multilateral Fund Secretariat online by 1 May and Article 7 data to the Ozone Secretariat by 30 September (preferable by 30 June), Interim/final progress report of the IS Project and HPMP, and The renewal report for extension of the IS Project as per required format;
• Review the draft legal documents submitted by international organizations/external partners and provide inputs/comments to the national ODS officer to finalize the documents.

2. Establishment and Enforcement of Regulations: With the guidance of the national ODS officer, the Assistant Ozone Officer will undertake the following tasks:
• Facilitate the organization of meetings with concerned stakeholders to review the regulations and amend the regulation as proposed under the HPMP;
• Co-ordinate with the importers/exporter, the Customs Department, MOC regarding the registration, allocation of quota and application of import/export license of restricted controlled substances and refrigeration and air-conditioning (RAC) equipment;
• Maintain regular contact with importers/exporters to collect information of imported/exported ODS and RAC equipment;
• Coordinate with the importer and Customs for physical inspection and monitoring the situation of non-labelled HCFC cylinder in the domestic market;
• Conduct IPIC and annually update of iPIC information sheets;
• Assess import permits for import of restricted imports under Ozone Layer Protection (OLP) Act regulation
• Assess licensing applications and provide licenses to Refrigeration and Air-Conditioning Technicians.

3. Conducting Awareness and Outreaching Activities: With the guidance of the Chemical Ozone Officer, the Assistant Ozone Officer will undertake the following tasks:
• In consultation with the RAC association, develop and implement the outreach strategy to RAC technician to inform them of the training schedule;
• Develop and update database of certified RAC technicians for enforcing the sales of HCFCs to certified technicians.  Database of certified technicians should be made available to the public to access of information of certified technician;
• Develop and implement the awareness activities especially the celebration of International Ozone Day on 16 September on an annual basis.
• Carry out other functions as assigned by the National Ozone officer.


   

 

Selection Criteria:

Experience and Qualification of Officer:
1. Diploma/Bachelor degree majoring in science, engineering, environmental or other related
    qualifications;
2. Minimum 2 years of work experience and experience with project implementation and management will be advantage;
3. Fluent in English;
4. Good level of Computer skills including development of awareness materials;
5. Good organisational and communication skills.
6. Have passion for service; pleasant and outgoing personality; smart, neat and tidy appearance at all times
7. Be a person who is willing to learn new things, and in this case, issues relating to ozone and the Montreal Protocol
8. Has good attitude to work as part of a team.
