Job Description:

The  Office  of  the  Telecommunications  and  Radio-communications  Regulator  (TRR)was  established  by  an  Act  of  Parliament  called  the  Telecommunications  and Radio-communications  Regulation  Act  2009  (“the  Act”).  The Act mandates TRR to regulate the telecommunications and radio-communications sector.
The  Government  successfully  recruited  and  appointed  a  Ni-Vanuatu  Regulator  in November  2015. Assistance is required for a determined 12-month period from a regulatory expert to provide strong, high-level support and advice to the Regulator. The Government of Vanuatu has received  financing from the World Bank toward the cost  of  the  Telecommunications/ICT  Technical  Assistance  Program,  and  intends  to
Apply part of the proceeds for consultant services. Expressions of Interest (EOIs) are now invited  from qualified  Individuals  (“Consultant”) with  regulatory  experience and skills to  fulfill  the  role  of  Telecommunications  Regulatory  Specialist  and  Adviser  to  the Regulator,  in  providing  regulatory  advice  to  the  Regulator  in  the  conduct  and performance of TRR’s powers and functions under the Act. The consultant must have relevant and extensive wide ranging demonstrable experience to carry out the work
As stipulated in the following sections. The Regulator now invites eligible consultants (individuals) to indicate their interest in providing the above mentioned services.  Interested  consultants  must  provide
information  indicating  that  they  are  qualified  to  perform  the  services  (brochures, description  of  similar  assignments,  experience  in  similar  conditions,  availability  of appropriate  skills  among  staff,  etc.  From firms and CV from individual consultants. Consultants may associate in the form of a joint venture or sub-consultancy to enhance their qualifications.  In  case  of  a  Joint  Venture  (JV),  all  members  of  the  JV  will  be evaluated jointly for the purpose of short listing and shall be jointly and severally liable
For the assignment and shall sign the contract jointly in case of award is made to that JV group.  Interested consultants should clearly indicate the structure of their “association” and the duties of their partners and sub consultants in their application. Unclear expressions of interests in terms of “in association with” and / or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing

The objective of this Assignment includes:
The  Expert  will  essentially  provide  specialist  and  advisory  skills  in  all  areas  of telecommunications regulation.  A key element of the work engagement is that the Expert must work cooperatively with, and impart these specialist skills and knowledge to the Regulator as appropriate. Within the overall priority scope of this assignment the Expert is required to address the objectives  of  the  assignment  and  produce  outcomes  and  results  and  meet  the reporting requirements as detailed in the Terms of Reference

Summary of Service:
In summary, the advisory role is expected to:
  • Provide  high  level  regulatory  and  advisory  support  in  the  core  duties  of  the 
  • Regulator
  • Demonstrate  regulatory experience in the implementation and roll out of universal 
  • access services in a developing environment 
  • Provide high level guidance and advice to TRR on the effective oversight of  its
  • licensing regime
  • Advice  the  Regulator  in  its  decisions  and  orders  with  regards  to  market  and 
  • competition aspects of the industry
  • Appropriately  make  sound  recommendations  to  Regulator in  ensuring  a  robust 
  • legal and compliance unit to address operators and industry as whole
  • Advice with regards to the Act and relevant regulatory instruments
  • Assist TRR safeguard its independence and institution in a manner that best serves 
  • the Government.


Criteria:Required Experience and qualifications:
 The Consultant should have the following combination of qualifications and experience:
  • At  least  20  years  in  the  Telecommunications  and  ICT  sector  with  relevant international and regulatory experience as Regulator
  • High  level  of  understanding  of  telecommunication  radio-communications regulatory, technical experience in all aspects of telecommunications regulation
  • Experience with small developing island states and related working environment
  • Competency in providing executive and high level capacity training
  • Ability to work with the TRR team
  • Proven experience in the development of a regulatory instruments that encourage consumer protection, provide consumer awareness and support mechanisms, as well as facilitate telecommunications investment and competition
  • Demonstrated high-level management and analytical skills in decision making and delivery
  • Sound  understanding  and  experience  in  the  technical  aspects  of telecommunications  and  radio-communications  at  the  national  Level,  and delivering recommendations
  • Ensuring full confidentiality can be maintained and the integrity of TRR is preserved
  • Sound  understanding  of  the  Government  ICT  policies,  UAP  policy  and Cyber-security Policy and other related policies
  • Sound  understanding  and  experience  on  a  national  telecommunications/ICT development trend and issues affecting the citizens and their Government
  • Sound understanding and experience on consumer behaviour in the market
  • Sound understanding and experience on the National trade development linking to Telecommunications/ICT sector.

Demonstrated  and  relevant  technical  know-how  including  capacity  building  and developmental  skills,  ethical  judgment,  advanced  communication  skills,  highly  motivated, flexible, team player, and problem solving skills. Experience working in a Pacific Island country would be an advantage

The Government of Vanuatu has received  financing from the World Bank toward the cost of the Telecommunications/ICT  Technical  Assistance  Program,  and  intends  to  apply  part  of  the
proceeds for consultant services; in this case the services of a  Mobile Voice, Messaging  and
Internet Coverage Measurement Expert.As Vanuatu develops its competitive and increasingly dynamic telecommunications and ICT sector  with  multiple  operators  both  mobile  and  internet,  the  Office  of  the
Telecommunications and Radio communications Regulator (TRR) or Regulator
(also “Client”) requires support and assistance on a range of regulatory and technical matters. Central to this
is the desire to create modern and competitive Information and Communications systems
and encourage a fair and free liberal ICT environment. Continuing good policy advice, sound
regulations where required and cost effective projects are key to this success.
Vanuatu is a developing nation and in need of in-depth expertise in telecommunications and
ICT regulatory issues. More specifically, is the  need for expert knowledge and skill  including
skills  transfer  on  the  conduct  of  Mobile  Voice  Messaging  and  Internet  Coverage
Measurement.Expressions  of  interest  are  sought  from  Qualified  Firms  (“Consultant”)  with  expertise  in
conducting Mobile  Voice Messaging and Internet  Coverage  Measurement, preferably in the
Asia-Pacific region; to support the TRR in performing these related duties and its powers and
functions  under  the  Act,  and  in  accordance  with  the  Universal  Access  Policy  (UAP).  The
consultant will provide expert high-level support, capacity building and knowledge transfer,
guidance and must possess  relevant and considerable wide ranging demonstrable experience
to carry out all aspects of the work required by TRR.Training & knowledge transfer in the form of on-site discussions and coaching is required and appropriately scheduled with the Consultant

The objective of this Assignment includes:
  • Undertake predictive mobile voice, messaging and internet coverage modelling utilizing
    available carrier data for the landmass of Vanuatu
  • Provide  predictive  coverage  maps  for  each  individual  carrier  as  well  as  a  consolidated
    predictive coverage model for the landmass of Vanuatu
  • Determine the current served and remaining unversed and undeserved areas of Vanuatu
    based on these models in consultation with TRR staff
  • Determine  the  current  percentage  population  covered  by  the  carriers  based  on  the
    predictive modelling
  • Perform  drive  coverage  tests  in  the  key  locations  of  Vanuatu  to  confirm  predictive
    modelling of mobile voice, messaging and internet coverage
  • Perform  in  building  coverage  tests  in  key  locations  of  Vanuatu  to  confirm  predictive
    modelling of mobile coverage
  • Conduct  and  assist  in  building  in-house  capacity,  and  in  the  acquiring  of  appropriate
    measurement tools, as necessary, to enable the Client in carrying out its  measurement
    related functions


Criteria:

 The Consultant should have the following combination of qualifications and experience:
  • At least 10 years in the Telecommunications and ICT sector with relevant international
  • and project experience
  • Demonstrable  experience  in  undertaking  predictive  coverage  modelling  for  mobile
  • carriers
  • Particular  technical  and industry experience  on  GSM  mobile technology,  UMTS  mobile
  • technology
  • Experience with small developing island states and related working environment
  • Competency in capacity training; and
  • Ability to work with the TRR team.
