Job Description:
The Government of Vanuatu through the Ministry of Finance & Economic Management, seeks to recruit a Chief Executive Officer (CEO) and part-time Commissioner to the Vanuatu Utilities Regulatory Authority (URA) and is seeking Expression of Interests for this position. Restricted to Ni-Vanuatu Only

The primary responsibilities of the CEO and part-time Commissioner include, but are not limited to the economic regulation of water and electricity subject to the Utilities Regulatory Authority Act No. 11 of 2007. 

About the Utilities Regulatory Authority
The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority manages consumer disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.

Criteria:

Core Competencies: 
The Ni Vanuatu CEO and Part-time Commissioner shall have the following core competencies;
  • A person of high caliber with deep knowledge of financial, economic and business applications pertaining to regulated utility services, preferably in energy, water and Petroleum products sectors
  • Broad experience in national and international arena in regulatory practices particularly in developing countries [Minimum 10 years’ experience]
  • Demonstrated track record in organization leadership and public administration and managing a professional organization
  • Ability for capacity building, stakeholder relationship management with Government, private sector and public; sound understanding of the electricity, water and petroleum industries, especially background in electricity and water laws, petroleum laws, economics, technical and financial applications
  • Knowledge of key areas of electricity, water & Liquified Petroleum Gas (LPG) regulation including, licensing, dispute resolution, competition issues, price monitoring, safety and reliability standards, tariffs, consumer protection and contract administration
  • Knowledge and experience of electricity, water and LPG sector issues in the South Pacific region and/or other small island economics is highly desirable
  • Demonstrated experience and background in civil litigation and/or judicial review for energy sector, preferably regulated services; experience in Arbitration and Alternate Dispute Resolution; and
  • Fluency (written and spoken) in English is required and in French is highly desirable; knowledge of Bislama is desirable.

Who is Youth Challenge Vanuatu?
Youth Challenge Vanuatu (YCV) is a registered charitable organisation in Vanuatu and has been working with Vanuatu’s young people since 2001. Youth Challenge Vanuatu aspires to empower young people to reach and realise their potential through community development, leadership, business, career and employment programs and services.

Why would I want to be a Board member?
As a YCV Board member, you will be directly contributing to programs that provide Vanuatu’s young people with leadership, employment and business opportunities. You will gain experience in organisational leadership and governance and volunteer alongside likeminded people. You will meet young leaders and share in their successes due to their involvement in YCV’s programs.

What would I do as a Board member?
As a Board member, you will provide leadership and use your special skills and experience to help YCV achieve its vision for youth in Vanuatu. All Board members will be expected to volunteer their time (approximately 4-10 hours per month) to attend Board meetings, participate in discussions and decision-making, contribute to strategic planning activities, publicly support YCV’s programs and assist them to increase their profile in the community. Selected Board members will help in overseeing the organisation’s finances, expanding YCV’s resources and supporting senior management.

Who is YCV looking for to serve on their Board?
YCV is looking for dedicated community members who are willing to share their time and expertise to further the organisation’s development and promote YCV’s work in the community. In particular, YCV is seeking Board members who have expertise in finance, management, law, community development, fundraising and public relations and/or human resources. People experienced in youth engagement, vocational education and/or business would also be highly regarded. All Board members must be motivated and committed to engage in Board activities, be passionate about youth issues, be good communicators and team members and able to make good decisions. YCV is seeking both male and female Board members and encourages young leaders to apply.

  • Commitment to the work of Youth Challenge Vanuatu
  • Knowledge and skills in one or more areas of Board governance: policy, finance, programs, and/or personnel
  • Time commitment of approximately four to ten hours per month (includes Board preparation, Board meeting and any Committee meeting time plus ad hoc Board development activities)
  • Attendance at Board meetings
  • Active preparation and participation in the discussions and deliberations of the Board
  • Willingness to serve on Board sub-committees, as needed, and actively participate
  • Attendance at Annual General Meetings
  • Be informed of the services and programs provided by Youth Challenge Vanuatu and publicly support them
