Job Description:
The Government of Vanuatu is currently addressing the repair and rehabilitation of existing water supply infrastructures damaged during Tropical Cyclone Pam in March of 2015.  The destruction caused by TC Pam and, the drought associated with the current El Nino conditions/ event have  resulted in water shortages on many islands of the archipelago. 
The TC Pam Recovery project under the Department of Geology, Mines and Water Resources is committed to repair and re-build better water systems to increase community resilience to impacts of climatic variability and, natural hazards to ensure water security.
The development of a three-point plan was required to provide a strategic response to the pressing and longer-term water security needs of the people of Vanuatu.  The three elements of this plan are interrelated and indivisible, and will be rolled out in parallel, and they include:
  • Emergency response to El Nino drought conditions
  • Repair and rehabilitation of existing water supply
  • Additional and alternative construction of water supply

        • Support the Department of Geology, Mines and Water Resources (DGMWR) with the implementation of Recovery projects
        • Development of Drinking Water Safety Plans
        • Supervise & Monitor systems rehabilitated and erected under the recovery project with M&E checklists developed by DGMWR
        • Coordinate the provincial water resources advisory committee and activities
        • Ensure compliance with Water Resources Management Act, the Water Standards Manual and other relevant legislation
        • Monitor & ensure recovery programs activities are effectively administered at community level by the government and implementing partners
        • Compiled Lessons Learnt in community participation and capacity building activities
        Qualification and Key attributes & Requirement:
        • Bachelor Science or related field and or more than 3 years’ experience in installing water systems
        • Demonstrated ability to work in a multi-sectoral team, to interact and provide capacity development to partners of different backgrounds (Villages, provincial works departments, NGOs, private sector and government agencies), and ensures that project deadlines and objectives are met. 
        • Demonstrated ability to work under pressure, to manage multiple deadlines, to pay attention to detail ensuring accuracy in outputs, and to follow guidance provided by superiors.
        • Good negotiation skills
        • Experience in a leadership capacity
        • Experience undertaking M & E activities
        • Able to share information and experiences
        • Willingness to live and travel to remote areas 
        • Working knowledge of MS Office Suite
        • Fluent written and spoken English and or French and Bislama
