Job Description:
Accountability and working Relationships
  • The Assistant Building Surveyor is accountable to the VESP Secretariat Manager.
  • On a day to day basis the Assistant Building Surveyor will work under the supervision of the VESP School Infrastructure Adviser. 
Overview
The Assistant Building Surveyor will be engaged to assist the Facilities Unit of the Ministry of Education and Training to carry out the duties outlined below. Travel to other islands for survey work or training purposes will be required and may involve additional working hours.

The duties of the Assistant Building Surveyor will include the following:
1.  Carry out measured surveys of primary schools physical infrastructure to include:
§  The shape, extent and physical characteristics of school lands
§  all school buildings; fencing; water supply;  toilets or latrines
§  rubbish collection and disposal
§  play areas, type, condition and size
§  electrical supply; telephone system, type and condition
§  school furniture, number and condition,
§  education equipment such as pin/blackboards
§  parking or vehicle movement on the school site
§  pedestrian access to the school
§  Vehicle access to the school, etc.
§  Access for disabled students
§  any other site / building specific features
§  Any other areas relevant agreed with the TA.

 2 Meet with school Head teachers during the survey visits to gather information on the schools current situation such as:
§  the number of children
§  the number of classes
§  the number of teachers
§  the location of each class
§  the number of children in each class,
§  any future plans for the schools
§  the extent of the school lands
§  the land lease situation
§  any other area relevant agreed with the TA

   3. Collate all the information collected, present it for checking in the agreed formats and then save the information into the PIU servers and database as required.
4. Assist with entry of data into the Ministry’s database as required.
5 Assist with travel and transport arrangements in advance of survey visits.
6.  Maintain records for audit supposes of any expense incurred during survey trips.
7. General office duties as required by the designated supervisor in the Facilities unit. 
Criteria: 
Qualifications, Experience and Skills
  • Certificate in Building Construction or Surveying would be advantageous but is not essential as previous surveying and interviewing experience will be considered
  • Some office experience is essential
  • Experience of living, traveling and working in rural locations outside Port Vila
  • Good written and oral skills both in English and Bislama
  • Ability to work under own initiative on a day to day basis
  • Good knowledge of and ability to use computers
  • Willingness to learn the use of Autocad drawing packages is essential

Job Description:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context
Under the direct supervision the Chief of Mission (CoM) IOM Canberra and in close collaboration with the Regional Emergency and Post-Crisis unit in Regional Office (RO) for the Asia Pacific Region and units at Headquarters (HQs), the successful candidate will be responsible and accountable for the overall oversight of the programme being implemented through shelter and settlement programmes. The programmes include Shelter support interventions and Camp Coordination, Camp Management (CCCM) activities in Port Vila and the Tropical Cyclone (TC) Pam affected provinces primarily. Moreover, s/he will be in charge of the development of the strategic priorities of the projects implemented.

Core Functions / Responsibilities:
1. Develop and manage the Shelter and Settlement strategy and implementation modalities through close collaboration with Government of Vanuatu representatives at national and local levels, beneficiary communities and other relevant humanitarian & development stakeholders.
 2. Advise on the CCCM programming in Port Villa and the TC Pam affected provinces to assure high level quality of deliverables.
3. Supervise the administrative, financial, and other related activities of the Programme, including: a) Monitoring the financial management for the Programme and supervising the preparation of financial reports; b) Maintaining appropriate internal controls and development and implementation of relevant control systems; c) Coordinating administrative and human resources policies and practices within the section; d) Exercising oversight on financial expenditure and accountability.
4. Develop the projects strategies and implementation modalities through close collaboration with the donors, the Government of Vanuatu representatives at National and local levels, beneficiary communities, and other relevant humanitarian stakeholders.
5. Provide technical guidance to programme partners, programme staff and implementing entities
6. Ensure proper documentation of the projects carried out in the shelter and settlement program, and maintain open consultation and information sharing with the project donor(s).
7. Develop and maintain strategic partnerships with government agencies, communities, donors and other implementing partners.
8. Liaise and promote collaboration and operational partnership with the private sector understanding local, national and regional market mechanisms.
9. Utilize lessons learned from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly.
10. Liaise, promote and coordinate interagency collaboration and operational partnership in the Shelter, Housing and Infrastructure sector. Ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs, the Red Cross/Red Crescent Movement and other international organizations), as well as with relevant government agencies, provincial authorities and local community leaders and groups. 11. Coordinate activities with other IOM units – CCCM, Finance, Logistics & Procurement, Human Resources (HR), Information technology (IT), among others.
12. Organize stakeholders visits to project sites and coordinates official work visits.
13. Act as IOM focal point to the Shelter Cluster and Housing Working Group, engage closely and provide input and technical expert support to the housing/shelter cluster as required, including but not limited to developing standards/guidelines, involvement with the Housing Technical Working Group.
14. Implement a sound Monitoring and Evaluation System to ensure that community assessment guidelines, including criteria developed for the selection of beneficiaries, are properly followed up in all areas of intervention for the shelter/housing programme.
15. Ensure timely reporting of project activities and prepare documentation for donor reporting/visibility tools.
16. Contribute to the resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal.
17. Ensure the integration of cross-cutting issues such as gender, children and other vulnerable groups in the programme are considered in the IOM Shelter/housing response.

Education
  • Master’s degree in Civil Engineering, Architecture, Urban Planning, Political Science or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience. Experience Experience in programme management, preferably in natural disaster, and other displacement situations;
  • Experience in project formulation and implementation at national and international levels;
  • Knowledge and/or field experience in the areas of re-construction and community mobilization;
  • Previous programme management experience;
  • Experience in liaising with governmental authorities, and with other national and international institutions;
  • Familiarity with the region is an asset.
