The position will manage the administration, including safety and security, procurement, logistics and IT function for the CARE
International programme in Vanuatu and will ensure that all appropriate
systems, policies and procedures are in place and in line with CARE
International and donor requirements.
Major responsibilities will include Compliance,
Procurement, Administration, National and International Travels, Procurement,
Logistics, Assets, Facilities, IT, Safety, Security Staff and Partner Capacity
Building.
Key Responsibilities:
- Responsible to ensure
adherence to CARE and Donor policies and procedures in the areas of Procurement, Administration, National and
International Travels, Procurement, Logistics, Assets, Facilities, IT, Safety,
Security Staff and Partner Capacity Building
- Support to other
departments to ensure compliance with these policies and procedures; Identify and share information on any areas of
non-compliance
- Managing
all aspects of the day to day Procurement, Administration, National and
International Travels, Procurement, Logistics, Assets, Facilities, IT, Safety,
Security function for CARE Vanuatu
- Assist in the implementation of related policies,
procedures and systems in all field office
- Ensuring all government regulations related to Administration
is timely complied (Registrations, Permits, Insurance Policies, customs etc)
- Assist in the preparation of annual Operating and
Donor budget including reports
- Lead the administrative and logistics capacity
building of staff and partners
- Conduct regular monitoring to project offices and
partners
- Ensure appropriate and
timely anti-terrorism checks for suppliers, service providers (including
consultants) in accordance with CARE policy
- Develop
corrective action plans to address audit findings related to area of assignment
- Oversee
support for national and international travels including Accommodation, Visa
and Passport facilitation
- Ensure procurement up to distribution records and
tools are up to date; Convene the
Procurement Committee meeting if the threshold of procurement is more than
US$5000
- Responsible for Contract preparation for facilities,
equipment and service providers
- Act as
CARE Vanuatu Safety and Security Focal Point (S&SFP); and oversee to Information
Technology (IT) to ensure that CARE is
fully compliant with IT policies, throughout CARE Vanuatu.

Criteria:
Required qualifications and skills:
- Minimum
Bachelor’s degree in Administration, Management or equivalent and/ or minimum
5-year relevant work experience, preferably in administration/office
management, logistics, procurement, and/or safety and security an asset
- Excellent
communication skills in Bislama and intermediate in English
- Ability
to manage a technical function(s) and implement procedures and processes, with
minimal supervision
- Demonstrated
high level organizational and time management skills, including the ability to
plan and manage workflows and balance competing priorities to ensure timely
processing to meet deadlines in a complex environment
- Demonstrated
strong leadership, decision making, problem solving, planning, analytical and
influencing skills
- Demonstrated
experience in effectively leading and motivating a team
- Demonstrated
honesty, maintaining confidentiality, reliable and trustworthy
- Representational
skills including developing networks and relationships with key stakeholders
- Proven
understanding of working with an International Non-Government Organization
(INGO) and a willingness to learn about CARE, gender equality and women’s
empowerment activities
- Proven
ability in managing a budget and/or cash; and
- Fully conversant
in Microsoft Office with knowledge in Microsoft Word and Excel and excellent
numeric skills.
