One senior expert is required to conduct the evaluation and formulation of General Budget Support programme in Vanuatu. Period: mid March - Mid April (20 working days). The specialist will have to have the following requirements below.

Full TORs are available upon request.

Criteria:

- The specialist will be an economist specialized in public finance management; Senior expert level; Excellent knowledge of EU Budget Support interventions

and hold at least a Masters degree

- Experience and tangible evidence in the planning and implementation of institutional support; Experience and tangible evidence in the management of public finances including internal and external control

- Excellent analytical skills of public expenditure (allocation, performance) for social sectors

- Good knowledge of macroeconomic issues and tools of analysis and consistency in this area; The expert will have a perfect knowledge of French or English, and a good knowledge of the other.

- Previous experience in the Pacific will be an asset; Eligibility: EU and ACP countries only.
